Job Summary:

The Arizona Department of Administration is seeking a skilled Construction Procurement Manager to support the strategic procurement needs of the State Procurement Office and the General Services Division. This role involves evaluating vendors, negotiating contract terms, and ensuring compliance with Arizona Procurement Code statutes and policies, particularly in construction and design services.

The ideal candidate will have extensive knowledge of construction methods and best practices, be adept at using data analytics for cost assessment, and possess strong negotiation skills. This is a dynamic opportunity for a strategic thinker who can effectively respond to challenges and operate with minimal supervision while delivering results that matter for state projects.

Key Responsibilities:

  • Develops contractual terms and conditions, oversees bid proposals, and negotiates contractual agreements with suppliers and prepares award documents for signature.
  • Conducts post-award and contract administration activities, including post-award meetings, renewing/ extending contracts, requesting and reviewing certificates of insurance, and resolving contractual issues.
  • Conducts research and analysis to prepare written determinations and justifications to comply with the Arizona Procurement Code.
  • Interprets the procurement code, statutes, and agency policy and procedures.
  • Confers with all GSD departments.
  • Develops specific sourcing strategies along with internal stakeholders.
  • Develops and maintains reports on, and provides recommendations regarding industry and market trends; develops technical data, statements of work, delivery schedules, milestone payments, terms and conditions, offset requirements, and other contractual elements into cohesive proposals.
  • Develops communications with internal customers to ensure supply contracts support business strategies.
  • Supports GSD departments (PCS, Physical Security, FOAM, Finance and Administration, Fleet, Surplus) in any day-to-day operational requests.
  • Manages and oversees multiple construction contracts.
  • Assists GSD and state staff in negotiating various contract proposals.
  • Drafts and reviews requests for proposal (RFP), develops and drafts scopes of work for various services or materials.
  • Serves as primary point of contact between the State and vendors for contractual matters on assigned contracts and projects.
  • Establishes and manages professional relationships with vendors and internal stakeholders.
  • Assists in the developing Procurement policies, procedures, and guidelines for use within GSD departments and externally with contractors to optimize the management of construction contracts while ensuring overall compliance with the State Procurement Office.
  • Conducts supplier performance monitoring/reporting.
  • Works with internal stakeholders and customers to develop, monitor, report, and hold suppliers accountable for performance measures.
  • Ensures appropriate reviews are conducted and reported in accordance with contractual agreements.

Knowledge, Skills & Abilities (KSAs):

  • Knowledge of construction methods and practices.
  • State and federal statutes and rules related to government procurement activities and contract administration.
  • Best practices to determine appropriate sourcing strategies/methods.
  • Effective negotiation techniques.
  • Supply chain, logistics, and resource management.
  • Effective techniques of relationship management.
  • Solicitation techniques.
  • Personal computers and various software applications (specifically Excel, Word, and Adobe).
  • General accounting practices as they relate to contracts and vendors.
  • Sources of supply, local and national markets, and pricing trends.

Requirements:

  • Bachelor's Degree in either Supply Chain, Construction, Purchasing, or 5 years of Procurement experience in the field of Construction or Facilities in lieu of a degree.
  • Knowledge of Arizona Procurement Code, specifically Article 5-Procurement of Construction and Specific Professional Services, and Title 34-Public Buildings and Improvements.

Pre-Employment Requirements:

  • Valid AZ driver's license.
  • Background and reference check, including a criminal records verification.
