Position Summary

The Public Benefits Navigator plays a crucial role in assisting patients and residents of DC, MD, and VA with understanding health insurance and public benefits eligibility, enrollment, and literacy. This position connects individuals to Medicaid, Medicare, Qualified Health Plans, subsidies, and other insurance options. The selected candidate will develop technical knowledge and client counseling skills. While supervised by the Legal Services program, the Navigator is part of a specialized Insurance Navigation Team that has collaborated with various staff members since 2007 to ensure our patients have health insurance coverage.

Key Responsibilities:

  • Act in alignment with Whitman-Walker's mission and core values of dignity, respect, affirmation, and humility.
  • Maintain a compassionate and non-judgmental approach when interacting with patients, clients, and staff.
  • Provide exceptional customer service by identifying and addressing client needs.
  • Comply with Whitman-Walker policies, particularly regarding HIPAA regulations.
  • Ensure data integrity through careful use of relevant tools and maintain a system of checks and balances.
  • Exhibit strong organizational skills to manage multiple tasks, meet deadlines, and adjust priorities as necessary.
  • Engage in quality improvement initiatives within the organization.

Specific Duties:

  • Foster collaborative relationships with internal teams and external government staff for effective case management.
  • Oversee assigned cases in the Legal Server, monitoring progress until resolution.
  • Participate in the Insurance Navigation Team, rotating among various Whitman-Walker sites.
  • Provide essential outreach, education, and counseling to consumers seeking insurance assistance.
  • Screen clients for insurance options and guide eligible individuals through the application process for the DC Health Benefit Exchange and other relevant programs.
  • Assist with both Qualified Health Plan and public benefit applications, including Medicaid, Medicare Savings Programs, and other essential services.
  • Participate in annual open enrollment activities to support clients' medication needs.
  • Clarify the options available through public insurance and the Exchange, including affordability and consumer rights.
  • Help clients complete applications, gather necessary documentation, and submit applications to the appropriate agencies, while documenting and tracking submissions.
  • Manage client application tracking in Legal Server and advocate as needed.
  • Update client records and upload documents into the electronic medical record system as required.
  • Perform additional duties as assigned.

Qualifications:

  • Ability to work independently with minimal supervision.
  • Strong time management skills to achieve strategic objectives.
  • Knowledge of customer service principles and practices.
  • Excellent oral and written communication abilities.
  • Familiarity with healthcare information systems and adaptability to new platforms.
  • Commitment to maintaining confidentiality and accuracy in record-keeping.
  • Flexibility to work various shifts and locations as needed.
  • Dedication to promoting health equity.

Preferred Qualifications:

  • Previous experience as a certified DC Health Link In-Person Assister or Certified Application Counselor.
  • Completion of a comprehensive internal training program.
  • A strong passion for assisting others and a commitment to access to care.
  • Ability to manage multiple tasks and effectively triage client needs.
  • Strong interpersonal skills and comfort working with diverse populations.
  • Proficiency in Microsoft Office and the ability to learn new software quickly.
  • Attention to detail and strong organizational skills.
