Job Summary

We are seeking a highly experienced Federal Programs NAVFAC Project Director to join our team at WSP Group. As a key member of our Federal Programs Team, you will be responsible for executing AE services under Federal contracts and growing the Federal Team's NAVFAC Program.

Key Responsibilities
  • Ensure adherence to Safety, Health, Environment, & Quality (SHEQ) requirements for all projects in your portfolio and aligned PMs.
  • Work with WSP Federal Programs District Lead for Business Plan Forecast, ensuring that Project ETCs are forecasted accurately.
  • Ensure compliance with all Quality policies, procedures, protocols, and work instructions and appropriate use of all mandated project tools.
  • Review and approve proposal/project contract documents, risk, and pricing.
  • Drive the delivery of budgeted Net Revenue for a portfolio of projects and aligned PMs.
  • Enhance Net Revenue results through focus on change management, cash management, and delivery of high-quality, value-added services to our clients.
  • Review and approve Project Risk Register/Mitigation Plan, Project Execution Plan, and the Project Quality Plan.
  • Conduct monthly Operational Project Reviews on all projects and publish the project review report with critical issues and actions.
  • Attend internal WSP Administrative Project Reviews as required to discuss projects within your portfolio meeting the Administrative Project Review thresholds.
  • Review accuracy of Project Estimate at Completion and address variances or issues with PMs.
  • Monitor accounts receivable (AR) and unbilled revenue and work with PMs to address issues as needed.
  • Ensure adherence to the Contracts Quality Plan including client expectations, client satisfaction reviews, and checks of deliverables and audits of the QC process.
  • Ensure PMs work with Operational/Group/Design Leaders for assignment of appropriate staff to projects.
  • Manage, coach, and provide skill and career development for aligned PMs.
  • Provide resource loading and oversee talent engagement of aligned PMs.
  • Support career development of PMs through the WSP Project Manager Training tools.
  • Ensure succession plans are in place for individuals in key roles and recommend hiring and terminations of PMs in coordination with others.
  • Approve time and expense for aligned PMs.
  • Assist the PM and Client Account Sponsors, Leads, and/or Managers with Client management and satisfaction.
Requirements
  • Bachelor's degree in Civil Engineering, Planning, Architecture, or related degree.
  • 15+ years of successful experience proposing on, negotiating fee proposals, and delivering Architectural & Engineering (AE) planning, design, and AE construction-phase oversight services on projects under U.S. Department of Defense (DoD) IDIQ contracts (more favorable if such experience is for NAVFAC IDIQs).
  • 5+ years' experience managing multi-disciplinary engineering/architectural teams.
  • Professional registration US licensed Architect or Engineer.
  • Ability to obtain a US Government issued Secret level Security Clearance.
  • Strong knowledge and overall understanding of Navy clients; US contracting industry; knowledge of Federal budgeting, industry business drivers, and motivators.
  • Experience leading strategy and marketing for Federal acquisitions; demonstrated experience in working with cross-functional teams and a variety of stakeholders, and in developing and executing strategies to deliver business results.
  • Excellent knowledge and experience of servicing client needs and effective program planning and execution.
  • Demonstrated track record of managing large and complex opportunities and pursuits, as well as smaller task orders.
  • Strong business development skills with attention to win strategies and differentiators to support Client Account Sponsors, Leads, and/or Managers, as needed.
  • Strong negotiation skills.
  • Proven ability to communicate and under limited time constraints.
Preferred Qualifications
  • Active US Government issued Secret level Security Clearance.
