Key Responsibilities
  • Develop precise forecasts for operational, capital, and special project funds by scrutinizing financial data and trends.
  • Continuously assess financial information related to operations, capital, and special projects (including grants and donations) to uncover trends, opportunities, and potential challenges.
  • Assist in creating and executing a standardized approach for billing external entities for services, ensuring accuracy and transparency.
  • Support the evaluation, calculation, and validation of charges for services rendered to other departments, ensuring fairness and precision.
  • Help establish and modify regulatory and non-regulatory user fees annually, based on thorough financial analysis and benchmarking.
  • Conduct detailed analyses of summary bills (including utilities, fuel charges, etc.) to verify accuracy, identify cost-saving opportunities, and monitor financial trends.
  • Perform various financial tasks, including preparing and entering journal entries, reconciling accounts, managing year-end closing processes, and resolving discrepancies as necessary.
  • Collaborate with other departments to facilitate financial planning, budgeting, and reporting activities.
  • Provide insights and recommendations derived from financial data to support strategic decision-making and operational enhancements.
  • Engage in special projects and additional duties as assigned, contributing to the overall efficiency and effectiveness of financial operations.
Qualifications

Considerable knowledge of finance and accounting principles, laws, and practices is essential.

Strong analytical skills to interpret financial reports, identify trends, and apply analytical techniques.

Ability to plan, organize, and manage a wide range of analytical tasks effectively.

Proficient in problem-solving, providing alternatives, and identifying solutions aligned with established goals.

Skilled in preparing and presenting clear and concise reports and other written materials.

Ability to establish and maintain effective working relationships with various stakeholders.

Judgment and discretion in applying and interpreting departmental policies and procedures are crucial.

Effective oral and written communication skills are necessary.

Ability to identify and respond to issues and concerns appropriately.

Physical and Sensory Requirements

This position typically requires the ability to grasp, talk, hear, see, and perform repetitive motions.

Physical demands include remaining in a stationary position for extended periods, occasional movement throughout the workday, and light to moderate lifting and carrying.

Concentrated use of senses for tasks such as proofreading and data entry is required.
