Director of Fiscal Operations

We are seeking a highly skilled and experienced Director of Fiscal Operations to join our team at the City of New York. As a key member of our organization, you will be responsible for overseeing and managing the day-to-day functions of our fiscal operations, including budget planning and management.
Key Responsibilities- Work with office leadership to ensure alignment between office budget and strategic priorities.
- Develop and implement systems, processes, policies, procedures, and guidelines for budget planning and management.
- Oversee all financial matters relating to the office's budget, including personnel and other costs.
- Maintain projected payroll expenses and oversee budget expenses for the office's day-to-day functions.
- Ensure compliance with citywide rules and oversight regulations and guidelines.
- Review and submit financial transactions for approval, monitor expenses and spending patterns, and implement measures to promote adherence to budgets and accentuate fiscal wellness.
- Conduct quantitative and qualitative analysis of budgets, expenditures, funding requirements, outcomes, and cost-effectiveness.
- Serve as a liaison and collaborative partner to internal and external stakeholders with regards to budget matters and ensure consistent review of budgets through recurring reports representing budgetary, purchasing, and expense data.
- Provide regular reporting to leadership tracking progress of spending, presenting budgetary issues, developing tracking systems and projections that evaluate financial impact to the office and operations.
- Oversee the preparation of expense budgets by working with counterparts at the NYC Office of Management and Budget (OMB) on the development of financial plans, budget reconciliation, modification, and review.
- Oversee the budgetary needs and expenses of all new as well as ongoing projects, handle budget allocation, prepare budget proposals, and work with appropriate leadership for approval.
- Work closely with colleagues on tasks in the City's Financial Management System (FMS) and manage coordinating efforts with agency partners, staff, and other entities on budget management responsibilities, as required.
- Support the Chief Administrative Officer on the office's contracting needs, including but not limited to, preparation of solicitation for contracts and managing the office's use of City's procurement platform (PASSPort).
- Manage, edit, and write briefing documents and analysis for internal and external purposes, as necessary.
- Coordinate with Chief Administrative Officer on internal audits and make recommendations.
- Work closely with office leadership to coordinate responses to auditing.
- Eight to ten years of full-time professional experience, including four to five (4-5) years of full-time experience in budgetary planning/management, financial analysis, or a related field.
- Relevant degree such as public administration, business administration, economics, finance, or a related field preferred.
- Experience in budget monitoring/administration, specifically the City of New York's budget process.
- Fluency with City's Financial systems and reporting, in particular City's Financial Management System (FMS) and PASSPort.
- Strong proficiency in Microsoft Excel, Word, PowerPoint, and dataset analysis.
- Skillfully translate policy or programmatic priorities into budget priorities.
- Demonstrated presentation and data analysis skills including the ability to gather and synthesize large amounts of information and to focus quickly on the essence of an issue.
- Communicate budgetary or contracting issues with clarity that enables senior leadership problem-solving.
- Excellent organizational and time-management skills, including the ability to take initiative, problem solve, balance competing priorities, work independently, pay close attention to detail, meet deadlines, and work well under pressure.
- Experience with and comfortable building new systems and using significant prior budget experience and expertise to establish best practices at the outset of a new organization.
- Comfortable shifting strategies to meet needs and adapting to changing circumstances.
- Enjoy employing creativity in identifying and implementing novel solutions to problems, rather than limiting participation to executing a routine set of technical tasks.
- Demonstrated commitment to diversity, inclusion, equity, and accessibility.
- Prior lived and/or work experience in communities facing historical oppression will contribute to your ability to help the office meet its racial justice mission.
- Demonstrated commitment, competency, and familiarity with issues affecting Black, Indigenous, Latinx, Asian, Middle Eastern, and/or Pacific Islander communities in New York City, or other marginalized groups.
- Excellent interpersonal skills, a strong ability to work well with others in a diverse team environment, and an enthusiastic work ethic.
The City of New York Office of the Mayor offers a competitive salary and exceptional benefits. Our cash compensation range for this role is $100,000-$120,000. Final offers may vary from the amount listed based on candidate experience and expertise, and other factors.
