Position Overview:

We are seeking a managerial-level expert to support a Department of Defense (DoD) agency at BDO. This role encompasses responsibilities in financial oversight, enhancement of business processes, management of internal controls, and responses to audits concerning environmental and disposal liabilities (E&DL), alongside various audit readiness projects.

Key Responsibilities:

  • Utilize advanced accounting and auditing methodologies to address concepts, processes, and procedures associated with environmental and disposal liabilities (E&DL).
  • Apply comprehensive knowledge of Financial Audit Manual (FAM) sampling techniques and the Office of Management and Budget (OMB) Circular A-136 financial reporting standards.
  • Assist in establishing standardized protocols for identifying, evaluating, and estimating future disposal liability costs of asset-driven E&DL in accordance with SFFAS 6, Technical Release 2, and Technical Release 11.
  • Formulate corrective measures and best practices to resolve audit findings related to environmental and disposal liabilities.
  • Support the preparation, distribution, consolidation, review, and evaluation of financial reporting data calls concerning environmental and disposal liabilities.
  • Interpret and convey environmental and disposal liabilities guidance to client personnel effectively.
  • Contribute to the development of deliverables, performance metrics reporting, presentations, and training sessions.
  • Assist in all aspects of financial statement audit processes for asset-driven E&DL.
  • Revise relevant Standard Operating Procedures (SOPs) and associated documentation.
  • Facilitate updates to project-specific plans and monitor progress on Corrective Action Plans (CAPs).
  • Provide a comprehensive range of services leveraging educational background, experience, and organizational skills for BDO's diverse public sector clientele.
  • Oversee practice management, solution development, and business growth initiatives.
  • Lead or support task areas while collaborating closely with engagement team management and client leadership.
  • Assist clients with financial, budgetary, information technology, and operational transformation projects.

Supervisory Duties:

  • May oversee the daily workload of Public Sector direct reports related to client engagements and business development efforts.
  • Assess the performance of Public Sector direct reports and aid in their professional growth.
  • Provide regular performance feedback and conduct annual evaluations.
  • Act as a mentor and career advisor to Public Sector staff.

Qualifications:

  • Education: A Bachelor's degree is required, preferably in Accounting, Finance, Information Technology, Business Management, or Environmental Sciences.
  • Experience: A minimum of six (6) years of relevant experience is required.
  • License(s)/Certification(s): An active Secret security clearance is required; professional certifications such as CPA, CISA, CIA, CGFM, CDFM, or PMP are preferred.
  • Software: Proficiency in Microsoft Office Suite is required.
  • Language(s): N/A
  • Other Knowledge, Skills, & Abilities: A variety of skills including the capacity to support project-related travel, familiarity with Army financial management policies, and strong research and analytical capabilities.
