POSITION SUMMARY
The Lead Auditor-Appraiser is responsible for overseeing the staff within the Business Division of the Assessor's Office.

This role involves independently conducting audits and appraisals of intricate properties, along with extensive supervisory duties and responsibilities.

This position is classified under the Mid-Management/Supervisory Bargaining Unit for labor relations purposes.

Individuals in full-time positions must complete a twelve-month probationary period, which may be extended for an additional six months, totaling eighteen months.

Incumbents may also be subject to overtime, standby, callback, weekend, holiday, and shift assignments as outlined in their Memorandum of Understanding (MOU).


KEY RESPONSIBILITIES
1. Supervise the auditing team, addressing technical inquiries regarding office policies;
2. Assist in personnel selection;
3. Train, supervise, and evaluate subordinate staff;
4. Consult with taxpayers and their representatives on assessment processes, legal matters, and State Board of Equalization requirements;
5. Oversee the processing of Business and Agricultural Property Statements, Boat Declarations, Aircraft Statements, and other personal property;
6. Approve the annual preparation of valuation tables and depreciation curves for various business and agricultural machinery and equipment;
7. Draft correspondence to taxpayers and engage with them as necessary;
8. Determine actions based on audit findings, including accurate interpretations of the Revenue and Taxation Code;
9. Provide guidance and information related to the Business Division's operations to the Assistant Assessor and/or Assessor;
10. Ensure the preparation and approval of property statements for annual use, as required by the State Board of Equalization;
11. Resolve complex complaints;
12. Make minor and intermediate policy decisions for the Division;
13. Represent the office at assessment appeal hearings;
14. Ensure compliance with major policy decisions made by management.

KNOWLEDGE AND SKILLS
1. Understanding of the functions and organization of a local Assessor's Office;
2. Familiarity with auditing and accounting principles and procedures;
3. Knowledge of the Revenue and Taxation Code;
4. Awareness of Fair Market Value principles;
5. Proficiency in forms utilized in the auditing section of the Assessor's Office;
6. Techniques for valuing property, including market, income, and cost approaches;
7. Effective training principles and practices;
8. Strong supervisory skills;
9. Understanding of valuation tables and depreciation curves for business property;
10. Knowledge of County Personnel policies.

EDUCATION AND EXPERIENCE
PATTERN I

Graduation from an accredited four-year college or university with a degree in accounting or a related field, including 18 semester units in accounting and/or auditing.


PATTERN II
Must be a licensed Accountant in the State of California.

PATTERN III

Passed the civil service examination for the position of Accountant or Auditor.


In addition to Pattern I, II or III:
Five (5) years of progressive experience as an Auditor-Appraiser, including at least two (2) years at the Auditor-Appraiser III level or higher, in a Federal, State, or County Office for assessment purposes; AND

Possess a valid certificate as an Appraiser issued by the California Board of Equalization or obtain said certificate within one (1) year of hire. Failure to obtain a permanent certificate within one (1) year will result in dismissal.

EXAMINATION PROCESS
