Position Overview

QinetiQ U.S. is seeking a Congressional Analyst tasked with monitoring, evaluating, developing, and reviewing official agency briefings, policy documents, and correspondence for a federal law enforcement agency within the Department of Homeland Security. Key responsibilities include creating written materials in collaboration with programmatic and technical experts; researching and analyzing the effects of policies and legislative actions; summarizing the implications of recent court decisions; and providing advisory support and strategic expertise.

Key Responsibilities

  • Deliver high-level advisory and communication support across various activities, from interpreting Congressional directives to drafting testimonies and preparing presentations for senior leadership.
  • Assist with agency program and policy needs related to Congressional authorization and funding processes.
  • Establish and maintain collaborative and strategic relationships with a range of subject matter experts and agency executives.
  • Quickly assess, interpret, and communicate complex and technical mission-related policies, procedures, and programs in clear and concise language.
  • Monitor and report on the progress of both dynamic and high-profile written assignments, including issue papers, briefing documents, talking points, and policy position papers.
  • Identify, propose, and implement strategic initiatives that align with executive leadership objectives.
  • Adapt and thrive in a fast-paced environment while focusing on both short- and long-term strategic goals.
  • Spot opportunities to introduce QinetiQ solutions that address current and anticipated client challenges.

Required Qualifications

What You Bring:

  • A Bachelor's degree with three to ten years of relevant experience, or a Master's degree with two to eight years of experience.
  • Prior experience in federal management consulting, homeland security, strategic communications, Congressional engagement, immigration policy, law, or a related discipline.
  • Proven ability to foster a collaborative and positive team atmosphere.
  • Exceptional organizational, interpersonal, verbal, and written communication skills with a keen attention to detail.
  • Strong capacity to work independently while maintaining a desire for continuous learning.
  • Eligibility to obtain and maintain a security clearance from the U.S. government.
  • Submission of a writing sample will be required.
