ESSENTIAL FUNCTIONS:
The following functions are illustrative and not exhaustive:
- Primary Contact for Grant Oversight: Act as the principal liaison for evaluation, research, and resolution of issues related to grant management.
- Data Oversight: Monitor, input, review, and authorize fiscal data within the state's accounting system.
- Report Generation: Create ad hoc fiscal reports utilizing data stored in the accounting system.
- Budget Coordination: Develop and adjust budgets, coordinating allocated funds for employment and training programs.
- Grant Compliance: Oversee grant activities and monitor expenditures to ensure adherence to funding requirements.
- Accounting Systems Development: Design, implement, and manage accounting systems and procedures to accommodate changes in grant stipulations.
- GAAP Compliance: Ensure compliance with Generally Accepted Accounting Principles (GAAP) and conduct annual year-end closing processes.

KNOWLEDGE REQUIREMENTS:
A solid understanding of Generally Accepted Accounting Principles (GAAP) as they relate to governmental accounting systems, along with knowledge of management principles, including budget formulation, purchasing, and administrative policies. Familiarity with fiscal auditing techniques and proficiency in interpreting complex grant funding requirements are essential.
Strong communication skills, both oral and written, along with organizational and planning capabilities, are necessary for effective time and workload management. The ability to interpret state and federal regulations regarding budget administration is crucial, as is the capacity to analyze information and draw conclusions.
Proficiency in financial management software, including word processing, spreadsheet applications, and databases, is required. The ability to work independently, adapt to shifting priorities, and mentor new staff is also important.
MINIMUM QUALIFICATIONS:
A combination of 4-6 years of progressive experience in finance or a Bachelor's Degree in Finance with 1-2 years of relevant experience is required.
PHYSICAL WORKING CONDITIONS:
Minimal travel is anticipated, approximately 0-2 days per year.
