Job Title: Project Manager Electric Utilities

Leidos is seeking a highly skilled Project Manager to oversee and coordinate projects for a large electric utility client in the Pacific Northwest.

Job Summary:

The successful candidate will have a strong background in managing complex projects and programs related to the planning, design, and construction of electrical grid infrastructure. This role will have client-facing responsibilities and requires expertise in navigating the regulatory landscape and ensuring projects are delivered on time and within budget.

Key Responsibilities:
  • Manage utility programs and projects, ensuring all phases of approved project assignments are completed efficiently and within scope, schedule, and budget.
  • Interface with utility management personnel groups, including planning, asset management, engineering, construction, siting, public outreach, and regulatory relations, legal, and administrative departments.
  • Ensure project costs, schedule, and scope are managed, including the development of recovery plans, to stay within stakeholder-approved project parameters.
  • Client stakeholder engagement will involve progress reporting, capital expenditure forecasting, earned value financial management, schedule adherence, and risk mitigation across a portfolio of substation, transmission, and distribution projects.
  • Consistently communicate and work with ease across multiple program and function support areas, including client, project teams, functional leadership, subcontractors, and support personnel.
  • Assist client procurement and estimating departments with the preparation of bid documents, development of requests for proposal responses, and cost estimates.
  • Create and maintain comprehensive project dashboard reports and KPI tracking.
  • Manage the development of required outage and construction execution plans.
  • Ensure a good working relationship between the project team, line managers, and interfacing organizations.
  • Write comprehensive and technical project reports.
  • Coordinate client billing and invoice resolution.
  • Plan and prepare budgets; develop, maintain, and coordinate project schedules.
  • Support/enforce Quality Control and Quality Assurance.
  • Perform field activities and attend site visits as necessary to support project execution; support and oversee construction through Construction Management activities.
Requirements:
  • Associate Level: 1-2 years of relevant Project Management experience.
  • Mid Level: 2+ Years of Relevant Project Management Experience.
  • Bachelor's degree in Business, Finance, Engineering, Construction Management, or related field; additional comprehensive relevant experience may be considered in lieu of a degree.
  • Demonstrated experience with project costing, scheduling, budgeting, resource allocation.
  • Experience with MS Project, Primavera P6, or related scheduling platforms.
  • Strong written and verbal communication skills are required.
  • Ability to travel locally and/or regionally as needed.
Preferred Qualifications:
  • Previous work experience within the electric power industry.
  • Knowledge of business issues associated with power delivery service.
  • Familiarity with industry regulatory environment for electric utilities.
  • Ability to demonstrate recent and in-depth expertise in electric power infrastructure projects within distribution, substation, or transmission.
  • Experience with Capital Projects.
  • PMP Certification is preferred but not required; ideal candidates will have a desire to obtain PMP Certification within two years.
  • Candidates with experience in a consulting environment will be preferred.
  • Construction management or field experience is preferred but not required.
