Position Summary

We are in search of a seasoned Director of Business Development to enhance our growth initiatives within Publicis Groupe's U.S. Government practice, in collaboration with PlowShare. Reporting directly to an executive leader at PlowShare, this role involves spearheading government pursuits for PlowShare while overseeing significant government endeavors across various agencies within Publicis. Additionally, contributions to nonprofit pursuits may be required.

The ideal candidate will harness our exceptional capabilities to formulate and implement marketing and sales strategies aimed at generating new and incremental business revenue. This includes assessing relevant past performance and operational requirements for specific clients to bolster growth within our Government sectors.

Key Responsibilities
  • Craft strategic plans with actionable execution to expand business from existing clients and capture market share from competitors.
  • Lead initiatives for lead generation and develop comprehensive capture plans.
  • Continuously refine the new business process, enhancing response content and pursuit strategies to boost the new business pipeline and conversion rates.
  • Support thought leadership and contribute to content development and marketing initiatives.
  • Expand the opportunity pipeline through timely identification and qualification of new business prospects, leveraging current technologies and inter-company collaboration.
  • Establish and nurture relationships with business partners, including both large and small enterprises.
  • Oversee the identification, qualification, and pursuit of strategic business opportunities.
  • Utilize marketing intelligence and competitive data to inform targeted pursuits and advanced marketing strategies.
  • Engage in bid decisions, gate reviews, and the formulation of pricing and cost strategies.
  • Lead and coordinate agency pitches and proposals.
  • Conduct research and analysis on financial, technological, and demographic factors to capitalize on market opportunities and mitigate competitive threats.
  • Direct and mentor a business development associate in maintaining the agency's collateral, case study library, pitch presentations, and market intelligence.
  • Utilize CRM systems to enhance contact with targets, support marketing initiatives, and provide accurate pipeline reporting.
  • Collaborate with the Finance Director to support pricing strategies that maximize market share over the long term.
  • Generate sales and marketing reports and analyses.
  • Prepare and maintain compliance-related data, working closely with internal compliance teams to align with government requirements.
Qualifications

The successful candidate will possess a minimum of 10 years of experience in business development, including at least 5 years in government contracting, which encompasses:

  • Proven sales and/or business development experience with government programs and established relationships with government program officers.
  • Ability to effectively engage with major government prime contractors, both large and small.
  • Demonstrated expertise in strategy development, execution, and leadership.
  • Capacity to manage priorities and adapt approaches to meet varying demands.
  • Proficiency in utilizing Federal market intelligence resources such as Bloomberg Government and Deltek GovWin.
  • Strong customer service skills while collaborating with diverse teams.
  • Efficient use of Microsoft Office applications and other relevant software.
  • Exemplary leadership qualities with the ability to motivate and inspire others.
  • Strong negotiation, planning, critical thinking, and problem-solving skills.
  • Ability to perform calculations related to pricing, discounts, and financial metrics.
