Job Summary

Kansas City Area Transportation Authority is seeking a highly skilled and experienced Chief Financial Officer to lead its financial operations. The successful candidate will be responsible for overseeing all financial matters, including general finance, procurement, grants, inventory control, self-insurance, audits, salaried and union pension plans, operating and capital budgets, and all federal financial requirements of the Authority.

Key Responsibilities
  • Supervise and lead the Finance team, prioritizing and assigning work, conducting performance evaluations, and ensuring staff training and development opportunities.
  • Plan, organize, direct, and control the agency's financial accounting activities, balancing revenues, expenditures, and debt issuance, and providing financial analysis, audit, and guidance.
  • Develop, analyze, and make recommendations to the CEO and Board regarding financial policies and procedures, including reserve policies, to ensure long-term fiscal viability and accountability.
  • Ensure accounting processes are carried out in conformance with Governmental Accounting Standards Board (GASB) and Generally Accepted Accounting Principles (GAAP) and guidance from the State Auditor's Office (SAO) and the Federal Transit Administration (FTA).
  • Assist the CEO in establishing and achieving the KCATA's financial goals.
  • Direct, administer, and formulate policies for complex employee pension, retirement, and benefit plans, and make presentations to the Board regarding adoption of such policies.
  • Oversee, coordinate, and participate in the preparation of the Annual Financial Report and audit, and collaborate with staff to ensure timely completion.
  • Oversee, coordinate, and prepare the annual National Transit Database (NTD) report, and collaborate with staff to ensure timely completion.
  • Oversee the pursuit of grants and innovative funding sources, and maintain up-to-date knowledge of industry opportunities for funding and apply this knowledge to KCATA financial operations.
  • Advises the CEO, Department Directors, and the Board regarding the budget preparation process, consequences of fiscal alternatives, and presents and recommends fiscal options.
  • Prepare clear, concise, and timely financial reports to the Board, CEO, and Executive Team for decision-making purposes.
  • Develop, maintain, and implement effective internal controls to safeguard Transit assets.
  • Develop, review, and approve department policies, procedures, and plans, and formulate, recommend, and implement department priorities, goals, and objectives.
  • Develop and maintain a strong, transparent working relationship with the Board of Commissioners, and make presentations and communicate with the Board on all financial matters.
  • Maintain up-to-date knowledge of industry trends, technologies, and best practices and procedures for financial management.
  • Attend, chair, and conduct a variety of meetings with the Agency and outside entities, serve on committees as requested, and represent the Agency and make oral presentations at meetings, conferences, and other events.
Requirements
  • Bachelor's degree from an accredited college or university in Business, Finance, Economics, or a related field.
  • Ten years of progressively responsible experience in the finance or accounting field, with seven of those years being in government, transportation, or other relevant areas.
  • Financial statement and budget preparation experience required.
Preferred Qualifications
  • Certified Public Accountant (CPA) license.
  • Master's degree.
