Key Responsibilities:

Assist the Navy in navigating legislative and congressional processes throughout the annual Defense Authorization and Appropriations cycle. Utilize existing Planning, Programming, Budgeting, and Execution (PPBE) frameworks and databases to coordinate, monitor, report, and offer insightful analysis and recommendations that aid government decision-making regarding requirements, milestones, and progress. Deliver analytical support for the formulation and execution of Navy and Marine Corps strategies and policies. Evaluate risk-based strategies pertinent to legislative processes and planning. Monitor and analyze metrics related to strategy execution. Provide analytical insights to identify, articulate, and fulfill requirements through the legislative framework.

Essential Qualifications:

  • Minimum of 1 year of experience in a professional setting
  • Familiarity with Congressional or legislative matters, including the Congressional Authorization and Appropriations process, the DoD legislative framework, and Program Objective Memorandum (POM) preparation, along with experience collaborating with senior Congressional personnel
  • Proficient in direct client engagement, project delivery, presentations, and leading client discussions
  • Skilled in Microsoft Office Suite, including Outlook, Excel, Word, and PowerPoint
  • Ability to monitor and adhere to procurement objectives as they progress through the legislative cycle
  • Capable of planning, organizing, and executing tasks with minimal supervision
  • Possession of a Secret clearance
  • Bachelor's degree required

Preferred Qualifications:

  • Experience in reviewing and drafting Reclamas for Congressional Defense Committees as part of the annual Authorization and Appropriations process
  • Familiarity with RStudio's rvest and ggplot libraries
  • Experience working independently and analytically in a problem-solving context
  • Knowledge of Python's requests or Beautiful Soup libraries
  • Understanding of Python or RStudio
  • Ability to manage large datasets
  • Proficient in data cleaning and generating informative visualizations

Clearance Requirement:

Selected candidates will undergo a security investigation and may need to meet eligibility criteria for access to classified information; a Secret clearance is mandatory.
