GENERAL SUMMARY OF POSITION:
Under the general guidance of the Director, the Senior Manager of Revenue Strategy is accountable for overseeing revenue forecasts and collections within designated sectors.
This role specifically entails managing contracts and supervising the Benefit Coordination and Recoveries unit's health insurance identification and recovery vendors.
Additionally, the individual will be responsible for the daily management of operations and staff within the unit.This unit delivers third-party liability and coordination of benefits services to ensure that the program is the payor of last resort.
Responsibilities:
MAJOR RESPONSIBILITIES:
Assess and assist in implementing changes to enhance operational efficiency by analyzing reports and staffing information.
Direct and oversee the revenue program by tracking revenue progress and evaluating data and reports.
Conduct supervisory functions including hiring, corrective actions, and employee performance assessments.
Provide recommendations for prioritizing and implementing programs.
Suggest improvements to operational processes.
Closely monitor revenue activities within the assigned unit to ensure regular revenue status and report potential risks for shortfalls or opportunities for gains.
Develop and enforce policy and procedural standards related to program monitoring and evaluation.
Oversee and supervise activities of the assigned unit.
Engage in revenue management projects.
Identify state programs eligible for Federal Financial Participation (FFP) from the Federal Government.
Provide on-the-job training and orientation for staff.
Establish and implement procedures and guidelines to achieve project objectives and goals.
Review and analyze data regarding assigned projects to assess progress and effectiveness, making recommendations for procedural changes.
Respond to inquiries from relevant staff and stakeholders regarding assigned projects.
Perform related duties such as attending meetings, maintaining records, and preparing reports.
Interact and represent the department professionally with various agencies.
Work independently as well as collaboratively as part of a team.
Collaborate internally and externally to resolve discrepancies related to projects.
Perform additional duties as assigned.
Qualifications:
REQUIRED QUALIFICATIONS:
Bachelor's degree in Finance, Public Administration, or Business or equivalent experience.
7 years of experience in financial management, fiscal oversight, or public administration.
Demonstrated skills in financial or operational management.
Comprehensive knowledge of funding and revenue sources for health and human service programs.
Thorough understanding of federal and state regulations related to entitlement and block grant programs.
Experience in contract development and management.
Strong leadership and management capabilities.
Additional Information:
The department generates significant gross charges to liable payers and substantial net revenue to the Commonwealth.
It conducts various business services statewide for multiple health and human services agencies and numerous public facilities, including hospitals and community-based services.
Community-based services encompass various programs aimed at providing comprehensive support.The Senior Manager will oversee a team responsible for medical billing and accounts receivable services across multiple facilities and community services.
This is a hybrid position with minimal travel required for meetings.#LI-AC1
