Job OverviewPOSITION SUMMARY

This role involves the operation and routine upkeep of a tractor-mounted industrial boom mower to ensure the maintenance of rights-of-way, easements, ditches, and other designated areas. Additionally, the individual will support utility field teams in the upkeep and repair of water, wastewater, and street utilities.

DEPARTMENT INSIGHT

The Public Works Department stands as the largest division within the City of Astoria, overseeing key responsibilities such as: Water Treatment and Distribution, Wastewater Collection and Treatment, Street Maintenance, Engineering Services, Sanitation, Fleet Maintenance for all City Vehicles, Forestry Management, City Facility Maintenance, Railroad Maintenance, and GIS Mapping.

WORK SCHEDULE

This position is structured as a full-time role, operating Monday through Friday from 8:00 AM to 4:30 PM. During periods of extended daylight, the schedule may shift to four 10-hour workdays weekly.

KEY RESPONSIBILITIES
  • Safely operates an industrial boom flail mower attached to a large tractor or tracked excavator, utilizing hand and foot controls to clear designated areas of brush, grass, and trees along established routes. Adjusts and operates the flail mower head and changes cutters as needed, while identifying and reporting hazardous conditions.
  • Conducts cleaning, maintenance, and repairs on mowing equipment. Inspects machinery for proper operation, safety, and mechanical issues; checks fuel, fluid levels, air pressure, and hydraulic systems; performs preventive maintenance and reports maintenance needs.
  • Utilizes, cleans, and maintains power tools such as chainsaws, string trimmers, and brush cutters.
  • Safely loads, transports, and unloads equipment by truck and trailer between job sites, adhering to traffic safety regulations.
  • Maintains various records and reports on mowing and utility operations, including daily reports.
  • Assists utility field crews in the maintenance and repair of water, wastewater, and street utilities when not engaged in mowing activities.
  • Operates sanders, deicers, and snowplows during adverse weather conditions.
  • Ensures punctual, regular, and predictable attendance.
  • Collaborates effectively within a team environment, demonstrating a spirit of cooperation.
  • Respectfully follows direction from supervisors.
  • Adheres to policies, procedures, and guidelines as outlined in the City of Astoria Personnel Manual and departmental policies.
KNOWLEDGE, SKILLS & ABILITIES
  • Proficient in safely operating heavy machinery, with an understanding of hazards, safety protocols, and applicable regulations.
  • Highly skilled in using hand and power tools, including performing general maintenance and repairs on equipment.
  • Strong communication skills, with the ability to convey information effectively and maintain composure under pressure.
  • Ability to work independently while following both written and verbal instructions.
  • Basic computer literacy, including familiarity with tablets and software applications.
SUPERVISORY RESPONSIBILITIES

This position does not entail supervisory duties.

MINIMUM QUALIFICATIONS

To successfully perform this role, an individual must be capable of executing essential job functions with or without reasonable accommodation, without posing a direct threat to their safety or the safety of others. The requirements listed below represent the knowledge, skills, and abilities necessary for this position:

  1. High school diploma or equivalent (GED).
  2. Two years of experience with hand tools, power tools, and operating light and heavy construction equipment, or a comparable combination of experience and training.
  3. Class A Commercial Driver's License (required within 12 months of hire).
  4. Ability to pass a City-required background check, including criminal, motor vehicle, sex offender records checks, and drug screening.
DESIRABLE QUALIFICATIONS
  1. Prior experience operating tractor-mounted flail mowers or brush cutters.
  2. Possession of a Class A Commercial Driver's License with air brakes, manual, and tanker endorsements.
ADDITIONAL REQUIREMENTS
  • Available for 24-hour call-out, seven days a week during emergencies.
  • Must be able to use a respirator as determined by a licensed healthcare professional while performing various tasks.
  • Must reside within 30 lawful driving minutes of City limits (required within 12 months of hire).
  • Must have reliable phone service.
WORK ENVIRONMENT

While fulfilling the duties of this position, the employee is required to stand, walk, and reach with hands or arms. The employee frequently sits for extended periods, operates machinery using hands and feet, and communicates verbally. The employee may occasionally lift and/or move materials weighing over 50 pounds. The work environment is often noisy, requiring hearing protection.

During the performance of this job, the employee may be exposed to wet or humid conditions, moving mechanical parts, fumes or airborne particles, and various weather conditions.

This position is represented by a Collective Bargaining Agreement.
