Position Summary
The Vessel Operations Officer plays a crucial role in assisting the Captain of the Patriot Leader, a 27-meter Incat Crowther Catamaran Crew Transfer Vessel (CTV), operating on a rotational schedule of two weeks on and two weeks off. The CTV primarily serves the U.S. East Coast, focusing on areas designated for wind farm development. The Officer will take charge of the CTV during the Captain's off-duty hours and must demonstrate comprehensive knowledge of CTV operations, safety protocols, administrative tasks, and commercial activities, alongside navigational skills.
Key Responsibilities
- Assist the Captain in managing vessel operations, fulfilling the role of watchstander, and executing additional tasks as assigned by the Captain. Step in as acting Captain if the need arises.
- Ensure the safe operation of the vessel in accordance with all applicable regulations, including USCG, COLREGS, FCC, Class Society standards, and company policies.
- Oversee and facilitate all CTV operations, including but not limited to mooring, transits, personnel transfers, cargo handling, bunkering, and other operational missions as directed by the Captain.
- Prioritize the safety of passengers, crew, the vessel, and the surrounding environment.
- Achieve operational goals for both customers and the company in a safe and efficient manner.
- Lead health, safety, environment, and quality (HSEQ) compliance, ensuring adherence among crew members, passengers, and contractors onboard. Conduct daily HSEQ discussions, risk assessments, and toolbox talks, and complete reports as required by the safety management system.
- Participate in emergency drills and be familiar with emergency equipment, providing instruction to others as necessary.
- Support the Captain in crew management and task assignments.
- Plan, supervise, and execute vessel maintenance activities in line with the maintenance schedule.
- Manage personnel, crew, contractors, and passengers while onboard.
- Maintain all necessary credentials and training as mandated by regulatory bodies, company policies, and client requirements.
- Complete daily and weekly reports and logs as required, providing regular updates to management.
- Be prepared to stay overnight on the vessel during operational rotations as needed.
- Assist the management team with various tasks as directed.
- Engage in audits, inspections, and investigations as required.
- Perform other duties as assigned.
Qualifications
- High School Diploma or equivalent.
- USCG Merchant Mariner's Credential with a minimum of 100-ton Near Coastal Master Endorsement.
- Valid USCG Medical Certificate.
- Compliance with USCG required DOT Drug Testing.
- A minimum of three years of documented experience as a Mate on vessels of similar size.
- Preferred STCW Endorsements include:
- STCW Basic Safety Training STCW A-VI/1 (Revalidation)
- Basic & Advanced Fire Fighting STCW A-VI/1 & A-VI/3
- First Aid/CPR/AED STCW A-V1/1-3
- Medical Care Provider STCW A-VI/4
- Ratings Forming Part of a Navigational Watch - STCW A-II/4 or OIC Navigational Watch and Mates LT 500 GT STCW A-II/3
- Combined RADAR & ARPA STCW A-II/1, A-II/2, & A-II/3
- ECDIS STCW A-II/1, A-II/2, & A-II/3
- Competence in Survival Craft other than Fast Rescue Boat STCW A-VI/2-1
- Leadership and Managerial Skills STCW A-II/2
- FCC Radio License A-IV/2
- GWO Boat Transfer Certificate (Training will be provided if needed).
- Must possess or be able to obtain and maintain a Transportation Workers Identification Card (TWIC).
- Certification in Crane Operation by OEM (will be provided by employer).
- Proficiency in IMDG Code.
- Familiarity with vessel-related technologies and Microsoft programs.
