Position Overview
The Engineering Division is responsible for providing project and program support for activities primarily within the public right-of-way. Projects typically encompass public infrastructure, including roads, streets, bridges, signals, lighting, and stormwater management facilities.

The Senior Civil Engineer engages in a range of challenging and intricate professional engineering tasks associated with designated responsibilities. This includes, but is not limited to, the development and assessment of complex transportation planning, traffic engineering, land development, capital improvement projects, drainage, and specialized initiatives. The role also involves delivering professional engineering support relevant to assigned responsibilities, formulating and executing long-range planning, and participating in various state and federally funded projects.

As a Senior Civil Engineer, you will have the chance to contribute to a diverse array of transportation-related projects and programs.

Examples of Responsibilities
  • Execute complex technical duties and manage programs/projects related to assigned areas.
  • Develop and implement objectives, policies, and procedures for the work unit; prioritize projects and assignments.
  • Assist in budget preparation and administration; prepare cost estimates and monitor expenditures.
  • Supervise and review the work of staff involved in assigned operations; participate in staff selection and training.
  • Assist in managing the City's capital improvement program and prioritize funding opportunities.
  • Review and prepare land development plans and construction documents; ensure accuracy and completeness.
  • Provide estimates for various engineering projects, including street lighting and drainage improvements.
  • Oversee the city's storm drainage program and manage related capital improvement projects.
  • Facilitate internal and external meetings; represent the City at relevant gatherings.
  • Prepare and administer grants and oversee consulting and construction service contracts.
  • Engage with developers, contractors, and the public regarding City policies and procedures.
  • Assist the City Engineer and department director with roadway and drainage capital improvement projects.
  • Conduct research and prepare technical reports and correspondence.
  • Resolve complex customer service issues related to engineering.
  • Maintain positive working relationships with colleagues and the public.
Qualifications
Knowledge of:
  • Civil engineering principles and practices related to transportation, drainage, and public works.
  • Land use development and construction inspection processes.
  • Technical report writing and data presentation.
  • Grant writing and funding application development.
Ability to:
  • Analyze and interpret technical information and regulations.
  • Perform complex engineering calculations and prepare detailed reports.
  • Communicate effectively, both orally and in writing.
  • Establish and maintain effective working relationships.
Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience: Five years of professional experience in civil engineering or a related field, with supervisory experience preferred.

Training: Equivalent to a Bachelor's degree in engineering or a related field.

License or Certificate: Valid California driver's license and registration as a Professional Civil Engineer in California may be required.
