Job Title: Data and Quality Management Analyst - Alcohol and Drug Services

We are seeking a highly skilled Data and Quality Management Analyst to join our team in the Alcohol and Drug Services unit. As a key member of our team, you will be responsible for providing administrative, analytical, and workflow support to assigned departmental activities.

Key Responsibilities:

  • Assist in developing measurable goals, objectives, and work standards for the SUD system of care.
  • Analyze program performance, utilization trends, demographics, and other aspects of the substance use disorder system of care and make improvement recommendations for future planning.
  • Develop, implement, and maintain standard reports to monitor accessibility and timeliness of services, penetration rates, and equitable access to care within the provider network.
  • Assist in the preparation of administrative and programmatic data to meet DHCS annual compliance and network adequacy monitoring requirements for DMC-ODS, CalAIM, SUBG, and External Quality Review audits.
  • Develop administrative and programmatic monitoring tools to track submission of required DHCS reports for DMC-ODS, SUBG, and CalAIM.
  • Support the planning and development of Performance Improvement Project (PIP) data development, implementation, monitoring, evaluation, and reporting.
  • Support the development and evaluation of client outcomes and other quality measures with BHRS staff and teams.
  • Inform the development of workflows, forms, and reports within Avatar, EPIC, and other electronic health records.
  • Analyze quarterly claims data and financial records for quarterly reconciliations and revenue trends.
  • Cultivate close working relationships with key stakeholders, including SUD service providers, and other County and community partners.
  • Oversight of data quality review process, data entry training support, and other initiatives to ensure high-quality data.
  • Present data and prepare reports for a variety of audiences, including County staff and leadership, elected officials, committees or commissions, BHRS service providers, and public meetings.
  • Analyze, interpret, and present data in effective and meaningful ways.

Requirements:

  • Significant experience in substance use treatment, including Drug Medi-Cal and Substance Use Block Grant (SABG) regulations and data and reporting requirements.
  • Four or more years of experience in the field of behavioral health, public health, or a related health or human services field.
  • Significant experience in project management, including establishing objectives and priorities and managing timelines and resources.
  • Experience in fiscal and data analysis, reporting, and creating dashboards.
  • Knowledge of and experience in data quality management.
  • Experience in developing policies, procedures, and tracking implementation status and compliance.
  • Understanding of the national landscape of substance use services programs is strongly preferred, including knowledge of federal and state rules and regulations related to substance use services, evidence-based or promising practices, and data and reporting requirements.
  • Experience in the use of data in performance improvement, evaluation of outcomes, and internal and external data development and analysis.
  • Culturally competent in working with diverse communities.
  • Strong interpersonal, facilitation, analytical, public speaking, problem-solving, and project management skills.
  • Excellent oral and written communication skills.
  • Collaborative and able to build and maintain strong relationships with community-based organizations and other partners.
  • Flexible, deadline-driven, and customer service-oriented.
  • Excellent organizational skills in handling multiple and competing priorities.
  • Advanced skills in computer systems and applications, such as Microsoft Windows and the Microsoft Office suite (Microsoft Word, Excel, and PowerPoint).
  • Ability to work independently with minimal supervision and instruction, as well as collaboratively as part of a team.
  • Master's degree is preferred, but not required.
