Job Title: Data and Quality Management Analyst - Alcohol and Drug Services

San Mateo County Health is seeking a highly qualified individual for the position of Data and Quality Management Analyst - Alcohol and Drug Services. The successful candidate will provide administrative, analytical, and workflow support to assigned departmental activities, including financial and performance goal management.

The ideal candidate will possess significant experience in substance use treatment, including Drug Medi-Cal and Substance Use Block Grant (SABG) regulations and data and reporting requirements. They will also have experience in project management, fiscal and data analysis, reporting, and creating dashboards.

The Data and Quality Management Analyst will work closely with the Alcohol and Other Drug (AOD) Leadership Team and other key staff from Behavioral Health and Recovery Services (BHRS) to develop and implement strategies, goals, and milestones to improve client outcomes, advance health equity, and reduce racial disparities within the substance use disorder system of care.

The successful candidate will be responsible for analyzing program performance, utilization trends, demographics, and other aspects of the substance use disorder system of care and making improvement recommendations for future planning. They will also develop, implement, and maintain standard reports to monitor accessibility and timeliness of services, penetration rates, and equitable access to care within the provider network.

The ideal candidate will have strong interpersonal, facilitation, analytical, public speaking, problem-solving, and project management skills. They will also have excellent oral and written communication skills, as well as the ability to work independently with minimal supervision and instruction.

Key Responsibilities:

  • Assist in developing measurable goals, objectives, and work standards, and administrative systems for the substance use disorder system of care.
  • Analyze program performance, utilization trends, demographics, and other aspects of the substance use disorder system of care and make improvement recommendations for future planning.
  • Develop, implement, and maintain standard reports to monitor accessibility and timeliness of services, penetration rates, and equitable access to care within the provider network.
  • Support the planning and development of Performance Improvement Project (PIP) data development, implementation, monitoring, evaluation, and reporting.
  • Support the development and evaluation of client outcomes and other quality measures with BHRS staff and teams.

Requirements:

  • Significant experience in substance use treatment, including Drug Medi-Cal and Substance Use Block Grant (SABG) regulations and data and reporting requirements.
  • Experience in project management, fiscal and data analysis, reporting, and creating dashboards.
  • Strong interpersonal, facilitation, analytical, public speaking, problem-solving, and project management skills.
  • Excellent oral and written communication skills.
  • Ability to work independently with minimal supervision and instruction.
