GENERAL DESCRIPTION:

This professional role involves the investigation and coordination of the enforcement of codes and regulations related to nuisance violations, zoning, and land use requirements as established in the Highlands County Code of Ordinances.

KEY RESPONSIBILITIES:

The following points outline the primary functions of this position and its scope of responsibility, though this list is not exhaustive. Additional duties may be assigned as necessary.

• Investigate zoning complaints submitted by the public.

• Address complaints through voluntary compliance or legal action in collaboration with law enforcement.

• Conduct regular inspections across Highlands County to ensure adherence to zoning regulations.

• Work towards resolving violations through mutual agreements with offenders.

• Prepare necessary documentation and reports for legal proceedings when resolution is unfeasible.

• Support Planning & Development and Zoning in compiling records, reports, and recommendations for the Zoning Counsel and the Board of County Commissioners.

• Provide guidance to the public, contractors, and developers to prevent zoning code violations.

• Adhere to Board policies and procedures consistently.

• Maintain a professional and safe work environment, following established safety protocols and organizational standards.

• Adapt to changes effectively and perform other assigned tasks as needed.

KNOWLEDGE, SKILLS, AND ABILITIES:


• Familiarity with the geographical area of Highlands County.

• Understanding of current zoning codes and ordinances in effect for Highlands County.

• Proficiency in investigative techniques and the ability to conduct impartial investigations.

• Knowledge of procedures necessary for legal actions or prosecutions.

• Competence in tactical enforcement methods.

• Strong public relations skills.

• Experience in engaging with the public, including in challenging situations.

• Ability to interact effectively with the public, contractors, builders, and developers to ensure compliance with existing codes and ordinances.

• Excellent communication skills, both verbal and written.

• Capability to follow up on inspections and investigations with firm yet fair guidance to ensure compliance.

• Ability to establish and maintain effective working relationships with colleagues, supervisors, directors, elected officials, vendors, and the public.

PHYSICAL REQUIREMENTS:

Must be able to remain stationary for 50% of the time and frequently communicate with the public, colleagues, and supervisors. Must be able to exchange accurate information in these situations. Regularly operates various office equipment, including computers and copy machines. Occasionally ascends/descends stairs. Frequent standing and walking, including over uneven surfaces. Rarely moves materials and office equipment weighing up to 25 lbs. Consistently works outdoors and occasionally in inclement weather. Frequently operates a motor vehicle for extended periods.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE: Graduation from an accredited high school or possession of an acceptable equivalent diploma. A minimum of five (5) years of experience in governmental work related to building, zoning, or code enforcement, or as a law enforcement officer is preferred.

LICENSES, CERTIFICATIONS, OR REGISTRATIONS: Must possess and maintain a valid Florida Driver's License. A minimum of Level 1 certification from the Florida Association of Code Enforcement (FACE) is preferred. Must obtain Level 1 certification within two (2) years of employment and maintain it while employed.

OTHER JOB-RELATED REQUIREMENTS: Disaster Essential.
