Job Title: Procurement Manager

Join Stafford County, VA in a dynamic role as a Procurement Manager, where you will play a crucial part in the management of procurement operations. As a key member of the Finance team, you will be responsible for assisting the Procurement Division Director in ensuring the effective and efficient management of procurement processes.

Key Responsibilities:
  • Supervise and train assigned procurement professionals to ensure they have the necessary skills and knowledge to perform their duties effectively.
  • Act on behalf of the Procurement Division Director as needed, providing guidance and support to staff and stakeholders.
  • Review and approve work performed by assigned staff, including Invitation for Bids (IFBs), Request for Proposals (RFPs), Request for Quotes (RFQs), Contracts, Amendments, Task Orders, Modifications, etc.
  • Perform complex solicitation work for the procurement of goods, services, professional services, and construction.
  • Assist the Director in conducting procurement trainings and presentations for County department staff, as well as making recommendations for improving training and keeping all materials and resources up to date.
  • Assist in the on-going maintenance and updating of the Procurement Policy and internal Standard Operating Procedures (SOP) to ensure it is up to date and accurate with all applicable laws, policies, practices, and procedures.
  • Prepare reports, including performance statistics, requisition and Purchase Order (PO) status, contract spend, and other special reports as needed.
  • Lead and/or assist with special projects throughout the year, including but not limited to yearly audit, review of Purchase Orders for appropriate action for fiscal year close out, and roll over requests.
  • Serve as backup approver for items requiring Board approval in the County's Civic Clerk electronic system.
Requirements:
  • Comprehensive knowledge of the Virginia Public Procurement Act (VPPA) and procurement practices and procedures.
  • Knowledge of the organization and function of local government.
  • Knowledge of FOIA principles related to procurement activities and considerable knowledge of contract law.
  • Excellent computer skills, including MS Office Suite, financial systems, and other web-based systems.
  • Ability to make group presentations and conduct research as well as develop reports and findings.
  • Ability to research, analyze findings, and make informed decisions on unusual and complex issues.
  • Ability to assist stakeholders with procurement policies and procedures.
  • Ability to deal courteously, tactfully, and effectively with all County staff, officials, vendors, and the general public.
  • Ability to develop and maintain effective and harmonious relationships with all stakeholders.
  • Ability to effectively supervise assigned staff and evaluate their work and professional development needs.
  • Ability to communicate concisely, clearly, and coherently, both orally and in writing.
  • Demonstrated adherence to ethics and ability to use good judgment.
Education and Experience:

A combination of education and experience equivalent to graduation from an accredited college or university with a degree in business administration, finance, public administration, or a related field and six (6) years of procurement experience preferably in public administration, with three (3) of these years in a supervisory capacity is strongly preferred, or any combination of education, training, and experience that provides the required knowledge, skills, and abilities to perform the duties of the position.

Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), and/or Virginia Contracting Officer (VCO) certifications are highly desirable, or the ability to earn and meet certification program requirements.
