Position Overview:

Role Summary

The Port of San Diego is currently engaged in a comprehensive evaluation of its classification and compensation structure. Please note that the job title and responsibilities may be adjusted accordingly.

There are two openings available for this role, one within the Procurement Services division and the other in the Maritime division.

The Procurement Services division plays a crucial role in facilitating the acquisition of goods and services while ensuring adherence to various regulatory standards. This department is known for its dynamic and productive atmosphere, while also prioritizing a collaborative and enjoyable workplace.

The Procurement Services division is seeking a Business Operations Analyst to assist with project management, data collection and analysis, along with various administrative responsibilities. Candidates should demonstrate the ability to work autonomously and possess proficiency in Microsoft Office applications to effectively interpret, analyze, and present data. A positive demeanor and strong communication abilities are highly valued.

The Maritime division is responsible for managing cargo and cruise terminals, overseeing maritime industrial operations such as shipbuilding and repair, and ensuring a safe and secure environment at the San Diego Bay. This division also focuses on developing maritime cargo trade and cruise business opportunities, contributing to high-paying job creation and economic growth in the region.

Maritime is looking for a Strategic Management Consultant with a positive work ethic and strong interpersonal skills. This position will involve supporting budget management, financial and statistical analysis, research, and project administration. The ideal candidate should be detail-oriented, possess strong analytical and communication skills, and be capable of working independently with minimal supervision. Proficiency in Microsoft Office applications is essential, with intermediate to advanced Excel skills being highly preferred. Familiarity with Power BI is a plus but not mandatory.

Key Responsibilities

The following points outline the general nature and level of work expected from individuals in this classification. This list is not exhaustive and may include additional responsibilities, duties, and skills as required.

1. Plans, organizes, and conducts administrative and program analysis studies related to assigned projects; identifies issues, determines analytical methods, and gathers necessary data for analysis; evaluates alternatives and makes recommendations; discusses findings with management; prepares reports summarizing study conclusions; assists in implementing policies and procedures; drafts reports and presentation materials for management.

2. Participates in the planning, development, implementation, and monitoring of departmental budgets; conducts in-depth analyses of revenue, expenditures, and other financial metrics; tracks and evaluates actual performance against budget; identifies potential issues and formulates recommendations for management; drafts and analyzes budget proposals and related documents.

3. Engages in the planning and execution of comprehensive district-wide programs, including customer relations initiatives; integrates relevant program information to provide a holistic view of district processes and identify areas for improvement; collects and analyzes data to recommend solutions; conducts root cause analyses of customer complaints to determine corrective actions; benchmarks best practices from other sectors to enhance operational efficiency.

4. Coordinates and assists with the implementation of strategic planning objectives; benchmarks strategic planning programs from other sectors; suggests forecasts and recommendations for strategic planning functions.

5. Provides technical support to departmental staff by conducting research, analyzing data, and drafting policy documents to address identified needs; analyzes operational data and develops recommendations to enhance productivity and effectiveness.

6. Drafts a variety of materials on assigned issues, including reports, procedures, and training tools; identifies issues, gathers input, conducts research, and prepares recommendations.

7. Coordinates the application process and administration of grant programs for the department.

8. Serves as the primary departmental support for the automated departmental system, troubleshooting end-user issues and documenting business processes.

9. Collaborates with Asset Managers and administrative staff to identify process improvements and provide user support.

10. Works with Business Systems Analysts during the design and testing of departmental system enhancements.

11. Ensures business processes are defined and documented for internal training of end-users.

12. Administers the District Utilities Program, overseeing electricity, gas, and water services.

13. Maintains the Port's emergency notification system by managing the personnel emergency contact database and conducting periodic tests.

14. Provides training and assistance for grants administration to relevant personnel and identifies improvements to the grants management process.

15. Reviews grant guidelines and maintains relationships with funding agencies to ensure up-to-date information is available.

16. Conducts statistical analysis of relevant data.

Qualifications

Minimum Requirements

Education, Training, and Experience:

A bachelor's degree in business or public administration, finance, or a related field; and at least three years of progressively responsible experience in administrative or operational analysis. Alternatively, a high school diploma or G.E.D. equivalent and five years of relevant experience may be considered. Experience in a public agency is preferred.

Licenses; Certificates; Special Requirements:

A valid California Class C driver's license may be required for this position.
