Position Summary

This role oversees the Accounting Division within the Medicaid and Medical Assistance sector. The position is responsible for leading a team of six professionals and serves as the primary approver for various financial documents, including purchase orders, payment vouchers, deposits, purchase card approvals, and journal entries. Additionally, this role establishes grants and project details for federal funding. The incumbent will review, authorize, and manage the financial components of contracts, adhere to cost allocation principles, review and endorse the annual GAAP package, oversee monthly financial reports, approve all purchase requests, and respond to internal and external inquiries regarding financial data.

Key Responsibilities

The essential duties outlined below are fundamental to all positions within this classification. Evaluates and verifies financial transactions and records for accuracy while ensuring compliance with agency budgets, applicable agreements, grants, contracts, and relevant laws and regulations. Analyzes, reconciles, and consolidates data from journals and records into the general ledger; performs trial balances and makes necessary corrections and adjustments to maintain balanced funds and an audit trail. Reviews financial transactions, classifications, and codes for accuracy and recommends necessary changes. Maintains internal controls and applies accounting principles, practices, and standards effectively. Provides expert advice and technical guidance on assigned fiscal functions. Compiles, analyzes, and prepares various financial statements and reports to assess financial health for budgeting and personnel planning. Researches and supplies data, reports, and documentation to auditors and for other financial information requests. Utilizes automated information systems and software to research, review, evaluate, and report on financial data. Delivers exceptional customer service to both internal and external stakeholders through various communication methods. Engages and interacts effectively with individuals from diverse backgrounds, abilities, genders, ethnicities, ages, and races. May oversee purchasing, disbursement, and inventory management of equipment and supplies.

Qualifications

Required Qualifications for Financial Operations Manager Candidates must demonstrate education, training, and/or experience in the following areas: A minimum of three years of experience in analyzing financial issues, developing solutions, and advising management accordingly. At least one year of experience in assembling, analyzing, and interpreting financial and accounting data, along with preparing comprehensive financial reports. One year of experience in budget management and control, ensuring expenditures remain within available appropriations and revenue while maintaining, monitoring, and controlling budgets according to established policies and procedures. Six months of experience in supervising staff, including planning, assigning, reviewing, and evaluating their work.
