Position Overview

This role is situated within the U.S. Patent and Trademark Office (USPTO), specifically in the Office of the Commissioner for Patents, under the Office of Patents Stakeholder Experience (OPSE). The selected candidate will take on the responsibilities of Supervisor for the Application Assistance Unit (AAU), holding comprehensive authority to strategize, oversee, and direct all designated operations and personnel.

Key Responsibilities

The primary work location for this position is in Alexandria, Virginia. This role is eligible for telework based on agency and business unit policies.

Core Responsibilities include:

- Acting as Supervisor of the Application Assistance Unit (AAU) with full authority to plan, manage, and supervise all assigned functions and staff.

- Ensuring the successful execution of all technical and administrative operations while exercising final authority on all technical decisions related to the work.

- Serving both external and internal clients by providing technical guidance and resolving a wide array of inquiries and issues concerning pre-examination and post-examination processes of patent applications.

- Identifying objectives, priorities, and tasks that require additional focus to align with the goals of the Stakeholders Support Division (SSD) and AAU program objectives.

Qualifications

Applicants must fulfill the United States Office of Personnel Management's (OPM) qualification standards, including specialized experience and/or educational requirements for the advertised position. All eligibility and qualifications must be met by the closing date of the job announcement. OPM Qualifications Standards can be accessed at Miscellaneous Administration and Program Series.

Specialized Experience is defined as experience that has equipped applicants with the specific knowledge, skills, and abilities necessary to effectively perform the duties of the position, typically in or related to the position being filled. To be considered creditable, specialized experience must be equivalent to at least the next lower grade level in the federal service, which for this position is a GS-11.

Specialized experience for this role includes: the capability to work autonomously and serve as a subject matter expert in the patent examination process, applying both administrative and technical knowledge related to patent practices and procedures, as well as agency policies and programs; additionally, addressing customer service needs effectively.

Experience encompasses both paid and unpaid roles, including volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work contributes to building essential competencies, knowledge, and skills that can provide valuable training and experience directly applicable to paid employment. All qualifying experience, including volunteer experience, will be credited.

Education

At this grade level, education cannot substitute for specialized experience.

Additional Information

For male applicants born after December 31, 1959, certification of registration with the Selective Service System is required. If exempt from registration under Selective Service Law, appropriate proof of exemption must be provided.

This position is classified as a Public Trust with a moderate risk level designation.

Background Investigation - If selected, candidates may be required to complete a Declaration for Federal Employment (OF-306), which includes a fingerprint and credit check, to determine suitability for Federal employment and authorize a background investigation.

Supervisory Probationary Period - Selected candidates may be required to complete an initial one-year supervisory probationary period.

All Federal employees must have Federal salary payments made via direct deposit to a financial institution of their choice.

Relocation Expenses are not authorized and will not be paid.

CTAP candidates will receive selection priority if it is determined they have exceeded the minimum qualifications for the position by achieving at least a "well qualified" rating of 85 out of 100.
