Overview:

Oak Ridge National Laboratory (ORNL) is seeking a proficient Technical Planning Specialist to deliver strategic and technical insights for our Office of Institutional Strategic Planning (OISP). As a premier science and energy laboratory under the US Department of Energy, ORNL engages in advanced research to tackle complex energy and security challenges. This position presents a unique opportunity to work alongside distinguished scientists and professionals in a collaborative environment. In this role, you will undertake strategic planning and project management responsibilities, facilitating both verbal and written communication with a diverse array of scientific and technical stakeholders throughout the laboratory. You will oversee budget requirements and expenditures for multiple projects at varying levels of technical readiness. Your role will involve gathering and making scientifically informed decisions regarding which scientific and technical domains should receive prioritized investment and focus.

Major Duties/Responsibilities:

In collaboration with the OISP team, you will:

  • Advocate for and manage the internal investments portfolio, including ICE and LDRD, across a wide spectrum of scientific fields.
  • Formulate and execute innovative scientific and technical strategic directions and initiatives for teams and organizations across the Laboratory.
  • Provide technical guidance to the OISP Director in partnership with research directorates to support strategic and business planning efforts.
  • Conduct research and offer scientific input to develop comprehensive initial strategic plans within your areas of expertise.
  • Monitor and report on initiative and project metrics to evaluate investment effectiveness.
  • Contribute as a dedicated member of the OISP team, working towards significant objectives and key results.
  • Assist the OISP Director in crafting novel metrics to assess scientific impact and output, develop short-term business plans, and create long-term strategic plans.
  • Enhance the documentation of investment program procedures.
  • Organize and compile information from various sources to produce high-quality reports and documentation.
  • Create executive-level communications and presentations.
  • Ensure adherence to environmental, safety, health, quality, and security program requirements.

Basic Qualifications:

  • A Master's degree in a scientific or technical discipline with a minimum of 7 years of experience collaborating directly with scientists on technical projects and outcomes.
  • Previous experience in a scientific organization or DOE facility.
  • Proficiency in producing science-related documentation such as reports, proposals, communication materials, and presentations.
  • Familiarity with technical, business, and financial documents, with the ability to manage activities of significant fiscal importance.

Preferred Qualifications:

  • Understanding of DOE procedures and experience in managing sponsor relationships.
  • Demonstrated experience in applying for and overseeing funding for multi-year science and technology proposals or projects.
  • Capability to prioritize tasks and meet deadlines while facilitating and presenting effectively.
  • Strong problem-solving abilities with a focus on developing and implementing solutions.
  • Excellent written and verbal communication skills with meticulous attention to detail.
  • Ability to engage and collaborate with individuals from diverse backgrounds.
  • Strong organizational skills with the capacity to manage multiple assignments concurrently.
