Job Summary

We are seeking a highly skilled Senior Technical Advisor to join our team at the Illinois Secretary of State. As a key member of our IT department, you will be responsible for designing and implementing complex applications, providing technical consultation to division managers, and coordinating technical activities between teams.

Key Responsibilities
  • Design and develop special applications, including data processing systems, forms, and operation flowcharts.
  • Review assigned systems for compliance with standards and guidelines, explain all facets of programs, and monitor progress.
  • Assist in correcting logic, test systems as a whole, and correct system errors.
  • Supervise a limited number of programming staff, assigning projects, monitoring project work, and approving time off requests.
  • Work directly with user departments to develop the scope and business requirements for requested initiatives, legislative mandates, and other information technology services.
  • Prepare documentation defining pertinent information, such as system requirements, equipment, software, costs, and impact on the office.
  • Consult on methods of implementing new program procedures and on the automation of manual procedures to facilitate increased efficiency in system utilization.
  • Provide technical advice and coordinate changes to production systems to ensure proper interaction with established systems.
  • Design, develop, or conduct training programs for all levels of users supported by the department.
  • Assist in preparing monthly, annual, and special reports as required.
  • Review legislation and legislative proposals to estimate impact on information systems and programming staff.
  • Serve on special committees, handle special projects, and perform other administrative tasks as assigned.
  • Research and stay current in the latest technical aspects of information systems and application development in support of various projects.
Requirements
  • Requires knowledge, skill, and mental development equivalent to the completion of two years of college, with coursework in the computer science field.
  • Requires 4.5 years of experience with technical systems and/or programming experience and/or IT project management, including at least 1 year of supervisory experience.
  • Requires excellent oral and written communication skills for effective engagement with colleagues and internal users/customers.
  • Requires awareness and adherence to organizational standards for security, privacy, and ethics.
  • Requires the ability to follow oral and/or written instructions and to carry out routine operations without further instructions.
  • Requires the ability to organize facts and findings, analyze data logically, and present results with clarity and comprehension, orally and in written or graphic form.
