Key Responsibilities:

Systems Analysis and Solution Design:
• Determine business and technical solutions to meet client needs.
• Provide expertise as a solutions architect and design/develop solutions to complex issues.
• Act as an intermediary between the content team, LMS team, and DHS stakeholders.
• Support the client as a technical advisor.

Technical Support and Development:
• Develop and implement data migration plans between systems.
• Manage multiple environments such as development, prototype, and production to ensure optimal performance.
• Provide expert-level technical support and perform help desk functions with quick resolution.
• Manage and maintain custom PHP, 508-compliant, HTML, XML, CSS, SCORM-conformant, CMi5, xAPI asynchronous and synchronous course pages with integrated learning applications.

Quality Assurance and Reporting:
• Generate and interpret regular reports on system performance, user engagement, course completions, and training effectiveness.
• Ensure all LMS content complies with accessibility standards and is optimized for user experience.

Collaboration and Communication:
• Work closely with internal and external customers to gather and verify system requirements.
• Communicate effectively with team members regarding project status and any issues.
• Participate in team meetings and provide updates on LMS administration activities.

Requirements:
A minimum of 15 years of experience as a Senior Systems Analyst working with Learning Management Systems.
A minimum of 15 years of experience serving Federal Government clients as a technical advisor with eTraining systems and courseware solutions.
A 4-year college degree in Computer Science, Information Technology, or a related field of study.
Proven experience in project management, with a strong understanding of project management methodologies and best practices.
Excellent communication and interpersonal skills.
Strong problem-solving and decision-making abilities.
Ability to manage multiple projects simultaneously.
Proficiency in project management software and tools.
Strong leadership and team management skills.

Preferred:
Advanced degree in Computer Science, Information Technology, or a related field.
