Overview

The Commonwealth of Virginia is in search of a Lead Financial Consultant to enhance our dynamic finance team. This role functions as a financial steward, delivering high-level accounting services that support the operational needs of various departments and divisions within the Commonwealth.

The selected candidate will oversee the fiscal and accounting responsibilities associated with multiple funding streams, including but not limited to educational, overhead, university, and grant accounts.

The individual will ensure the accuracy and integrity of financial records by meticulously analyzing, reviewing, and supervising financial transactions to maintain compliance.

Moreover, this position will involve generating monthly summary reports for department heads and providing comprehensive financial overviews each semester, along with monthly grant summary reports for principal investigators.

This role necessitates direct collaboration with department heads, faculty, staff, and financial personnel across the Commonwealth.

The Lead Financial Consultant will also manage fiscal, grant, and financial activities, making independent decisions to address issues as they arise.

Key Responsibilities

  • Maintain the integrity of accounting, financial reporting, procurement, payments, and compliance for the business unit.
  • Conduct timely reviews of transactions and reconcile each financial index to ensure a robust internal control environment and adherence to Agency Risk Management & Internal Control Standards.
  • Contribute to the formulation of operational policies and procedures, automation enhancements, and draft financial projections and budgets for management review.
  • Exhibit a commitment to risk assessment, considering cost, benefit, and impact.
  • Utilize established internal control mechanisms.
  • Regularly verify the accuracy of financial data.
  • Provide technical support to principal investigators and fiscal administrators in managing sponsored research projects by interpreting and analyzing data.
  • Review assigned grants monthly to ensure compliance with sponsor regulations.
  • Employ problem-solving skills to recommend solutions for issues such as deficit balances, budget reallocations, and verifying cost-sharing.
  • Analyze final financial reports for expired grants and prepare necessary documentation for project closure in accordance with agency regulations.
  • Prepare and dispatch monthly, quarterly, or annual billings to sponsors for reimbursement of expenditures related to sponsored research projects.
  • Examine award documents and interpret policies to establish accounts within the Financial Accounting System.
  • Interpret sponsor regulations and prepare special reports as required.
Qualifications and Experience

Minimum Requirements

  • Bachelor's degree in accounting, finance, or public administration with 3 to 5 years of relevant experience, or an equivalent combination of education, training, and experience.
  • Experience in accounting, particularly in analyzing labor distribution reports, managing end-of-month financial reports, and budget reconciliations.
  • Familiarity with State and University procurement policies and procedures, including experience with financial management systems.
  • Demonstrated knowledge of financial management systems.
  • Experience in performing complex bank and account reconciliations.
  • Ability to research, analyze, and create financial reports related to fiscal data and funding sources.
  • Exceptional customer service skills for effective interaction with department heads, senior officials, managers, faculty, staff, and the public.
  • Proficiency in Microsoft Office Suite, particularly Excel, and familiarity with Google Suite applications.
  • Strong oral and written communication skills with attention to detail.
  • Knowledge of Generally Accepted Accounting Principles (GAAP).
  • Experience in an administrative support role, preferably with financial responsibilities.
  • Experience with accounts payable and travel reimbursements.
  • Ability to thrive in a fast-paced, multitasking environment with various projects and deadlines.

  • Supervisory experience.

  • Knowledge of university policies in finance and procurement.
Licensure

  • Certified Public Accountant (CPA) preferred.
