Position Overview


The Division of Environmental Health at the New York City Department of Health and Mental Hygiene is dedicated to mitigating health risks associated with environmental and occupational hazards through education, monitoring, and regulatory enforcement.

Within this division, the Bureau of Environmental Sciences and Engineering (ESE) is tasked with identifying and reducing the risks posed by environmental and engineered threats through comprehensive field inspections, data analysis, and scientific research.

The Office of Public Health Engineering (PHE) within ESE ensures compliance with health regulations concerning drinking water, recreational water facilities, and onsite water treatment systems, safeguarding the health of New York City residents.


KEY RESPONSIBILITIES INCLUDE:

Providing expert scientific and engineering support related to drinking water quality standards, innovative water treatment technologies, emergency preparedness, and analytical methodologies relevant to PHE initiatives.

Overseeing the evaluation and endorsement of engineering plans and applications for various permits, ensuring adherence to Federal, State, and Local regulations concerning drinking water and recreational facilities.

Conducting thorough inspections of drinking water facilities and contributing to scientific documentation regarding inspection outcomes and compliance with drinking water quality standards.

Offering guidance and technical assistance to consultants, engineers, and permit applicants to enhance compliance and mitigate health risks.

Researching best practices to develop technical guidelines, informational materials, and recommendations regarding water treatment technologies and safety in recreational water.

Managing program administration, supervising daily operations, and assigning tasks to technical staff, while monitoring performance indicators and ensuring timely project completion.

Creating and implementing policies, procedures, training materials, and scientific reports related to drinking water and nonpotable water reuse.

Acting as a liaison with governmental agencies, private entities, and public stakeholders for outreach, program management, and correspondence.


Coordinating emergency response initiatives related to waterborne diseases and public health threats, providing summaries to leadership and collaborating with other departments to execute emergency protocols.

Lead ESE in fulfilling Bureau objectives and evaluating program outcomes.

Qualifications

  • For Assignment Level I: A master's degree in an appropriate field of physical, biological, or environmental science or public health.
To qualify for Assignment Level II and above, candidates must possess:

  • A doctorate in a relevant field and one year of supervisory or research experience; or
  • A master's degree with three years of relevant research experience; or
  • Equivalent education and experience, with a minimum of a master's degree and two years of applicable experience.

NOTE:
Appointments are subject to a minimum probationary period of one year.
