Overview

Under the guidance of the Information Security Manager, this role is pivotal in the continuous oversight of Information Security policies, protocols, and technological frameworks to ensure the confidentiality, integrity, and availability of all healthcare information systems as required by regulatory standards.

The ideal candidate for the Cybersecurity Compliance Specialist position will possess a robust understanding of security policies and processes, including HIPAA and NIST, along with IT auditing capabilities. This role necessitates the ability to engage with various technologies and stakeholders across the organization. Proficiency in conducting security risk assessments within the healthcare sector is essential. Candidates should demonstrate expertise in the design and practical implementation of security remediation strategies. Strong technical acumen in areas such as application and operating system hardware, vulnerability assessments, security audits, TCP/IP, log monitoring, and intrusion detection systems is required. Exceptional communication skills—both verbal and written—along with interpersonal and consultative abilities are crucial. A high level of integrity and trustworthiness, coupled with the capacity to work autonomously and collaboratively with an infrastructure team, is expected. Candidates should exhibit strong organizational, facilitation, communication, and presentation skills, along with excellent documentation capabilities. The ability to assess business risks and enforce suitable information security measures is vital. Familiarity with information privacy laws and regulations, including access and release of information, is necessary. Comprehensive knowledge of the HIPAA Security Rule and relevant government technology laws is required.

Responsibilities

• Propose security solutions that facilitate detection, prevention, containment, and deterrence mechanisms to safeguard healthcare data.

• Oversee and implement Information Security directives as outlined by the HIPAA Security Rule, which includes the development and upkeep of all security-related policies and procedures to protect computer programs, databases, and data files from unauthorized access, duplication, modification, or destruction.

• Ensure ongoing alignment and adaptability of Information Security with organizational business strategies and requirements.

• Address the access control, disaster recovery, business continuity, incident response, and risk management needs of the organization effectively.

• Design and execute security remediation plans.

• Demonstrate proficiency with tools such as antivirus software, intrusion detection/protection systems, network access control, user provisioning and de-provisioning, encryption, SFTP/FTP, security monitoring, data loss prevention, and identity and access management.

• Exhibit experience with technologies including Cisco firewalls, Cisco VPNs, Cisco IDS, Security Information Management (SIEM), Threat Detection Management, Symantec, log correlation, authentication, Role-Based Access Control (RBAC), single sign-on technologies, and mobile device security protocols.

• Participate in annual security training and/or certification programs.

• Ensure that organizational information systems are adequately secured and comply with HIPAA certification standards.

• Implement action plans for addressing information security findings to guarantee that internal security controls are effective and functioning as intended.

• Provide project management for security initiatives, oversee security testing, and coordinate risk remediation planning.

• Facilitate internal and external communication, issue resolution, vendor relationships, testing plans, training plans, and ensure smooth transitions to additional IT infrastructure teams.

• Analyze and assess cybersecurity solutions, including new technologies, security architectures, controls, procedures, and contracting documentation.

• Review changes in regulatory frameworks, including Payment Card Standards, Privacy Legislation, SOX, SEC guidance, HIPAA, etc., and develop appropriate action plans to enhance business operations.

• Serve as an internal consultant to assist organizational staff in implementing these action plans.

• Collaborate with vendors, external consultants, and other third parties to enhance organizational information security.

• Engage in incident response teams to contain, investigate, and prevent future cybersecurity breaches. Coordinate quarterly security audits and communicate findings to the Information Security Officer and Chief Compliance Officer.

• Assist in maintaining the department's business continuity and disaster recovery plan.

• Foster positive relationships with business customers and software vendors.

• Provide clear and concise updates and project plans to the Information Security Officer.

• Availability for on-call duties as defined by IT management.

• Offer technical leadership for security-related projects.

• Aid in the creation and maintenance of security procedural documentation across all systems.

• Emergency duties may be required, including working in response to threats or disasters, whether man-made or natural.

Qualifications

• Education: Bachelor’s degree in Information Technology or a related field with a focus on information security.

• Experience: Two (2) to four (4) years of experience in implementing and supporting information security for applications, web architectures, operating systems, databases, and networks within the healthcare sector.

• Certification: CompTIA Security+ certification is required. Certified Ethical Hacker (CEH) certification is preferred.

• Licensure: A valid driver's license is required.

• Training: Strong technical skills in application and operating system hardware, vulnerability assessments, security audits, TCP/IP, intrusion detection systems, and firewalls.

• Knowledge and experience in information privacy laws and regulations, including access and release of information.

• In-depth understanding of the HIPAA Security Rule and other relevant government technology laws.
