Key Responsibilities:

The Technical Architect will play a crucial role in delivering IT consulting services by assessing clients' Managed Care capitation requirements, operational workflows, financial processes, data systems, and strategic objectives. The responsibilities include but are not limited to:

  • Engaging with stakeholders to gain a comprehensive understanding of existing Managed Care payment and accounting workflows and identifying areas for enhancement.
  • Assisting clients in establishing and prioritizing Objectives and Key Results (OKRs) for improved Managed Care financial processes.
  • Identifying and documenting opportunities for achieving OKRs through business process optimization, technological advancements, and recognizing new technology requirements.
  • Mapping affected programs, user demographics, and optimal user journeys for participants in the Managed Medi-Care payment and accounting workflows.
  • Documenting additional scenarios that proposed solutions must address, prioritizing them in relation to OKRs.
  • Drafting proposals and outlining solution alternatives for the future state of Managed Care payment and accounting, incorporating best practices in financial management.
  • Collaborating with clients' technical teams to establish a scalable architecture for proposed solutions, ensuring alignment with the clients' Enterprise Architecture and Infrastructure strategies.
  • Creating and presenting implementation strategies and roadmaps to clients' executives for the envisioned future state of Managed Care payment and accounting.
  • Coordinating with healthcare plans, oversight bodies, and federal partners as necessary to garner support for proposals concerning the future state of Managed Care payment and accounting.

Required Qualifications:

  1. A minimum of eight (8) years of full-time experience in systems development, analysis, programming, and testing.
  2. At least three (3) years of experience in architecting large-scale enterprise IT systems within the last five (5) years.
  3. Proficiency in Infrastructure as Code utilizing Terraform, AWS CloudFormation, or similar technologies for a minimum of three (3) years within the last five (5) years.
  4. Experience in migrating server-based applications to containerized or serverless architectures for at least three (3) years within the last five (5) years.
  5. At least one (1) year of full-time experience with Agile/SCRUM methodologies within the last three (3) years.
  6. A Bachelor's degree in an IT-related or engineering discipline from an accredited institution (additional relevant experience may substitute for education on a year-for-year basis). Verification of degree may be required.
  7. Provision of at least two (2) references from previous engagements of similar size, scope, and type of service.

Preferred Qualifications:

  1. Experience working with the Medicare/Medicaid/Medi-Cal program within the last five (5) years.
  2. Experience with financial management and/or accounting information technology systems within the last three (3) years.
