In partnership with Diakon, we also co-manage the Statewide Adoption and Permanency Network (SWAN) program for the Pennsylvania Department of Human Services.

Role of the SWAN Regional Program Support Specialist

The Regional Program Support Specialist offers technical guidance to designated SWAN affiliate agencies, working under the supervision of the Technical Assistance Division Manager (TADM) and in collaboration with the Practice Standards Division Manager (PSDM). Key responsibilities include ensuring the effective application of SWAN best practice standards and the development and dissemination of SWAN practice materials and curricula, particularly concerning the SWAN Units of Service.

Your Contributions

  • Provides technical support related to practice standards and the SWAN Units of Service in conjunction with the regional Technical Assistance team.
  • Engages in the creation and delivery of training programs that emphasize the philosophy and execution of SWAN services.
  • Conducts reviews of Units of Service for assigned affiliate agencies to promote best practices and ensure quality control.
  • Offers expertise in practice standards by participating in both internal and external meetings with regional and statewide Technical Assistance teams.
  • Contributes to the formulation and execution of regional and agency-specific strategic plans that advocate for best practices and ongoing quality enhancement.
  • Conducts a minimum of two visits per agency, including satellite offices, within an 18-month timeframe.
  • Undertakes additional responsibilities as assigned.

Qualifications for Success

  • A Master's degree in social work or a related field with at least three years of experience in child welfare, or a Bachelor's degree in social work or a related field with a minimum of five years of experience is required.
  • Demonstrated knowledge and understanding of the SWAN Program and its Units of Service.
  • A valid driver's license and the ability to travel throughout the state of Pennsylvania.
