Lead Auditor-Appraiser

POSITION OVERVIEW
The Lead Auditor-Appraiser is responsible for overseeing the staff within the Business Division of the Assessor's Office.
This role involves independently conducting audits and appraisals of intricate properties, encompassing a wide range of supervisory duties and responsibilities.
This position may require overtime, standby, and callback assignments, along with other related tasks as necessary.KEY RESPONSIBILITIES
Manage the auditing team's activities, including addressing technical inquiries regarding office protocols;
Assist in personnel selection;
Supervise, mentor, and assess subordinate staff;
Engage with taxpayers and their representatives concerning assessment procedures, legal requirements, and State Board of Equalization guidelines;
Oversee the processing of Business and Agricultural Property Statements, Boat Declarations, Aircraft Statements, and other personal property;
Approve the annual development of valuation tables and depreciation curves for various business and agricultural machinery and equipment;
Draft correspondence to taxpayers and meet with them as needed;
Determine necessary actions based on audit findings, including accurate interpretations of the Revenue and Taxation Code;
Provide guidance and information related to the Business Division's operations to the Assistant Assessor and/or Assessor;
Supervise the preparation and distribution of property statements for annual use, ensuring compliance with State Board of Equalization requirements;
Resolve complex complaints;
Make policy decisions for the Division;
Represent the office at assessment appeal hearings; and
Ensure adherence to major policy decisions set by management.
KNOWLEDGE AND SKILLS
Understanding of the structure and functions of a local Assessor's Office;
Principles and practices of auditing and accounting;
Familiarity with the Revenue and Taxation Code;
Concepts of Fair Market Value;
Forms utilized in the auditing section of the Assessor's Office;
Methods for valuing property, including market, income, and cost approaches;
Training principles and effective supervision techniques;
Valuation tables and depreciation curves relevant to business property; and
County Personnel policies.
QUALIFICATIONS
EDUCATION/EXPERIENCE
Graduation from an accredited four-year college or university with a degree in accounting or a related field, including 18 semester units in accounting and/or auditing.
EXPERIENCE
Five (5) years of progressive experience as an Auditor-Appraiser, including at least two (2) years at the Auditor-Appraiser III level or higher, in a Federal, State, or County assessment office; AND
Possession of a valid Appraiser certificate issued by the California Board of Equalization or the ability to obtain it within one (1) year of hire. Failure to secure a permanent certificate within one (1) year will result in termination.

EXAMINATION PROCESS
The recruitment process includes a review of applications, an oral examination, and the establishment of eligible lists for the classification. Eligible lists are valid for six months and may be extended.
GENERAL INFORMATION
Final appointment is contingent upon passing a County-paid pre-employment drug screening and a job-related background investigation. Some positions may require a valid California Driver's license or alternative transportation methods for job-related duties.
