Job Overview
This position is situated within the Office of the Chief Financial Officer, Government Operations Cluster (GOC), Department of Employment Services (DOES). The individual in this role will act as the budgetary subject matter expert for the organizational unit, taking charge of the formulation, justification, oversight, and enhancement of budgetary processes within their designated agency department.
Key Responsibilities:
1. Collaborate with program managers and internal stakeholders to assist in the development of the overall agency budget.
2. Validate the precision and sufficiency of budget requests submitted.
3. Lead the creation, execution, analysis, and evaluation of the program's annual budget.
4. Conduct budget analysis of total budgets to prepare quarterly Financial Reviews Process (FRP).
5. Analyze, monitor, and track expenditures to ascertain whether additional funds are necessary for specific areas or if funds can be reallocated.
6. Perform necessary research to substantiate budget recommendations and provide explanations for variances.
7. Resolve complex resource management funding issues and broad-reaching matters presented by junior analysts.
Minimum Qualifications:
Five (5) years of progressive experience in duties related to budget formulation and development, possessing expert knowledge of budgetary administration, policies, and regulations, along with the ability to resolve intricate budget issues.
Specialized Experience:
Experience that equips the applicant with the specific knowledge, skills, and abilities to effectively perform the duties of the position, typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.
