Job Summary

This senior-level managerial position involves administering the daily operations and activities within the Crime Records Division. The successful candidate will establish goals and objectives, develop guidelines, procedures, policies, rules, and regulations, and coordinate and evaluate business function or bureau activities.

Key Responsibilities
  1. Direct, manage, and oversee activities of staff and completion of all Bureau functions and responsibilities, including 24/7 law enforcement operational support.
  2. Oversee the establishment of goals and objectives, develop and approve schedules, priorities, and standards for achieving goals, and manage evaluation activities.
  3. Oversee the development of guidelines, procedures, policies, rules, and regulations, and monitor compliance with policies and procedures.
  4. Oversee and conduct the preparation of management and production reports, program analysis, program audits, and research requests.
  5. Monitor interagency and vendor contracts to ensure compliance with contract conditions and fulfillment, and resolve identified contract performance problems as required.
  6. Establish, communicate, and interact with varied representatives of DPS and other state, federal, and local jurisdiction agencies relative to bureau activities within the Division.
  7. Oversee the development and evaluation of business function or bureau budget requests, monitor budget expenditures, and make adjustments as necessary.
  8. Oversee the development and implementation of techniques for evaluation of business functions or Bureau activities.
  9. Provide technical guidance for bureau functions related to system upgrades and changes that may impact criminal investigative information.
  10. Oversee the development, implementation, testing, and acceptance of advanced computer network(s)/system(s) utilized by local, state, and federal law enforcement.
  11. Monitor proposed legislation related to CRD responsibilities, determine operating/fiscal impacts of such legislation on bureau activities, and provide testimony on proposed legislation.
  12. Review and answer correspondence for the Senior Director, Chief Deputy Director, and Department Director as required, and review and respond to Division correspondence.
  13. Serve as Department representative at conferences, meetings, and hearings pertaining to Bureau functions and responsibilities.
  14. Plan, assign, and supervise the work of others.
  15. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
  16. Perform other duties as assigned.
Qualifications

General Qualifications and Requirements:

  • Education: Graduation from an accredited four-year college or university with a Bachelor's degree in Business Management or Business Administration or other relevant field.
  • Experience: Minimum of two (2) years' experience in the management of a business function, division, or department relevant to this position.
  • Licensure and/or Certification: If driving is required, must possess a valid driver license from the state of residence.
  • Regulatory Knowledge: Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies, and procedures.
  • Supervisory/Managerial/Leadership Skills: Knowledge of management and supervisory methods and principles, performance and productivity standards, and how to achieve or maintain them, and fiscal/budget management so objectives can be attained within allocated resources.
  • Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness.
  • Able to effectively plan, assign, and supervise the work of others.
  • Interpersonal Skills: Must demonstrate an ability to exercise poise, tact, diplomacy, and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
  • Organizational and Prioritization Skills: Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment, and able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness, or professionalism.
  • Presentation/Communication Skills: Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.
  • Research and Comprehension: Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.

  • Technology (computers/hardware/software/operating systems): Must possess appropriate levels of proficiency with utilized software and systems, e.g. Criminal Justice Information Systems (CJIS), and be able to learn new software/systems.
  • Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Confidentiality and Protected Information: Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance, and dissemination of information.
  • Safety: Must be able to work in a safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.
  • Travel and/or Schedule: Availability for after-hour, weekend, and holiday work as required.
