Overview: The Field Operations Engineering Manager is responsible for overseeing and coordinating the activities of personnel, including direct management of teams tasked with providing technical support, managing contracts, and maintaining inventory for the division. This role offers significant administrative support to the Assistant Water Director of Field Operations.

Key Responsibilities:

  • Supervise and guide staff, which includes prioritizing tasks, conducting performance assessments, ensuring compliance with policies, and fostering a safe work environment.
  • Develop, review, and update technical specifications while ensuring adherence to governmental purchasing regulations.
  • Formulate procurement strategies aimed at minimizing costs and mitigating risks associated with utility operations.
  • Establish and implement policies and procedures for engineering and technical tasks that promote organizational synergy during both routine and emergency situations.
  • Align daily operations with the long-term strategic goals of the utility, particularly concerning asset maintenance and modernization.
  • Analyze data from various sources to recommend and execute process improvements that effectively reduce water loss.
  • Provide expert engineering guidance in the design and execution of significant civil engineering projects.
  • Review and validate a variety of engineering and construction documents, including plans, designs, contracts, and environmental reports.
  • Manage the development of the divisional budget, forecasting necessary funds for staffing, equipment, and materials.
  • Evaluate wastewater models and studies to prioritize projects that reduce sanitary sewer overflows.
  • Demonstrate the ability to influence stakeholders and facilitate consensus for problem-solving during operations.
  • Prepare analytical reports detailing operational activities.
  • Perform additional related duties as necessary.

Qualifications:

  • Bachelor's degree in civil engineering or a related discipline.
  • Minimum of 5 years of experience in engineering construction management within the water and wastewater sector.
  • Possession of a Professional Engineer (PE) license in Texas.
  • Familiarity with civil engineering program operations and design principles.
  • Experience in budget development and management.
  • Skilled in contract negotiation and problem resolution.
