Job Overview

This role is situated within the Office of the Chief Financial Officer, Government Operations Cluster (GOC), Department of Employment Services (DOES). The selected candidate will act as the budget authority for the designated organizational unit, overseeing the creation, justification, monitoring, and enhancement of budgetary processes within their assigned department.

Key Responsibilities:

1. Collaborate with program leaders and internal partners to assist in the formulation of the comprehensive agency budget.
2. Ensure the precision and sufficiency of budget proposals submitted.
3. Spearhead the development, implementation, analysis, and assessment of the program's annual budget.
4. Conduct budget evaluations of total allocations to prepare for quarterly Financial Reviews Process (FRP).
5. Analyze, oversee, and track expenditures to ascertain whether additional funding is necessary for specific sectors or if funds can be reallocated.
6. Perform necessary research to validate budget recommendations and clarify discrepancies.
7. Resolve complex resource management funding challenges and significant issues presented by junior analysts.

Minimum Qualifications:

Five (5) years of progressive experience in roles related to budget formulation and development, demonstrating expert knowledge of budgetary management, policies, and regulations, as well as resolving intricate budgetary issues.

Specialized Experience:

Experience that equips the applicant with the specific knowledge, skills, and abilities to successfully fulfill the duties of the position, typically in or related to the work of the position to be filled. To be considered, specialized experience must be equivalent to at least the next lower grade level in the normal progression for this position.
