Job Overview


Under the supervision of the Financial Manager within the Office of Information Technology (OIT), the selected candidate will play a crucial role in managing the purchasing, accounts payable, accounting, and budgeting processes related to IT acquisitions, services, initiatives, and projects.

This position necessitates a keen ability to interpret and prepare financial records, ensuring compliance with the City's accounting and financial regulations pertinent to IT projects.

Compensation
Salary will be determined based on the education and qualifications of the successful applicant.


Key Responsibilities

1. Initiate requisitions and purchase orders using the City's electronic procurement systems.

2. Ensure that requisition and purchase order details align with City guidelines, policies, and procedures.

3. Process electronic payment vouchers within the City's accounting and purchasing systems.

4. Foster collaborative relationships with central Procurement and Accounting departments.


5. Prepare, review, and analyze financial records and reports to ensure accuracy, completeness, and adherence to OIT and City of Philadelphia standards.


6. Establish financial record tables and accurately assign transactions to the appropriate accounts.


7. Implement, modify, and document fiscal records in the accounting and financial systems utilized by the City of Philadelphia and OIT, including FAMIS, ACIS, ADPICS, CBMS, Excel, and Access.


8. Ensure that OIT purchases are consistent with the financial policies, procedures, and budgetary guidelines of both the City and OIT.


9. Assist supervisors in evaluating vendor proposals and quotes, ensuring that the scope of work and cost estimates are appropriately aligned with budget items.


10. Analyze trends, costs, financial commitments, and obligations to provide accurate projections for decision-making by IT Financial Managers.


Required Competencies, Knowledge, Skills, and Abilities

- Understanding of procurement processing principles, practices, and policies.

- Proficiency in standard accounting procedures related to payment voucher transactions.

- Ability to analyze and comprehend organizational and procedural challenges, providing recommendations related to accounting and budgeting requirements.

- Effective communication skills, both verbal and written.

- Capability to establish and maintain productive working relationships with colleagues and departmental officials.


- Proficient in analyzing and resolving accounting and budgetary issues, making sound recommendations in line with accounting principles and departmental policies.


- Sound judgment and discretion in applying and interpreting policies and procedures in accordance with overarching policy objectives.


- Knowledge of financial administration principles as they relate to budgetary analysis and procedures.


- Familiarity with finance principles as applied to budget preparation and control.


- Understanding of administrative analysis principles and managerial operations.


- Foundational knowledge of City and agency regulations.


- Basic understanding of IT business terminology and requirements.
