About the Role

We are seeking an experienced Operations Manager to join our team in supporting the Centers for Medicare and Medicaid Services (CMS) activities for the Premium Stabilization Program (PSP).

Key Responsibilities
  • Oversee the day-to-day operations of the Risk Adjustment and Reinsurance (RARI) projects
  • Develop an understanding of strategic business needs and provide insight and recommendations to program leadership for solutions to meet business objectives
  • Serve as Subject Matter Expert (SME) for CMS External Data Gathering Environment (EDGE) projects, CMS Division of Financial Transfers & Operations (DFTO), Risk Adjustment Data Validation (RADV) and Independent Dispute Resolution (IDR) on the Premium Stabilization Program (PSP)
  • Manage and support PSP Product Owners
  • Responsible to meet required contractual performance metrics such as SLAs, and KPIs
  • Collaborate with various stakeholders and team members to analyze requirements and monitor schedule/risks
  • Provide leadership to staff on Operational Metrics, Education, Training, and Outreach, and Customer Support Service desk teams
  • Identify opportunities for improvement by collaborating with CMS CCIIO leadership and other members of the internal program management team to develop new work products, operational methods, and training materials
  • Lead client engagements, including marketing and proposal development, delivery, and execution
  • Drive client objectives and goals to completion by leveraging strong collaborations across internal and external stakeholders
  • Manage workload for team members and report on project/tasks assignments of all team members on a weekly basis
Requirements
  • Bachelor's Degree + 12 years of project management and or supervisory experience
  • Experience managing or leading small and large teams for Waterfall, ITIL, and/or Agile development frameworks
  • Proficient using MS Office tool suite
  • Ability to understand and document customer business requirements
  • Ability to engage and lead discussions and meetings, understanding of team dynamics and working well within a team structure
  • Superior written and oral communication skills, interpersonal and professional interactive skills; ability to effectively present information and respond to questions from clients and internal stakeholders
  • Identify and resolve problems in a timely manner; gather and analyze information skillfully; develop alternative solutions
  • Candidate must be able to obtain Public Trust clearance
  • Candidate must have lived in the United States at least three (3) out of the last five (5) years
Preferred Qualifications
  • PMP, Agile, and/or ITIL certifications
  • Ability to manage time effectively, to work under time pressure, to meet schedules and deadlines, to multi-task, to plan, organize and prioritize work assignments and pay close attention to detail
  • Mastery of organizational and project management skills, including the ability to plan, prioritize, and execute multiple initiatives/deadlines autonomously and shift priorities as necessary
