The Parking Compliance Specialist is responsible for enforcing all parking regulations and managing abandoned vehicle policies, ensuring efficient vehicle turnover to enhance accessibility, and delivering precise parking-related information and customer support to the community.

Key Responsibilities

PARKING ENFORCEMENT AND MONITORING
  • Enforce parking laws by identifying illegally parked and abandoned vehicles; educate and guide customers, issue citations, relocate vehicles, and initiate towing procedures.
  • Conduct patrols in designated areas by vehicle or on foot to ensure adherence to parking ordinances; develop patrol strategies to optimize safety and efficiency using GPS or other location-based systems.
  • Utilize handheld devices, cell phones, and related applications to enter and retrieve data regarding vehicle registration, identification, location, and status, including the use of License Plate Recognition Systems (LPR) and two-way radios.
  • Maintain comprehensive and accurate records, including digital and handwritten notes and photographs, for all citations, warnings, and vehicle relocations.
CUSTOMER SERVICE AND PARKING MANAGEMENT
  • Deliver accurate and efficient customer service in response to parking complaints from the public and local officials.
  • Provide information regarding parking regulations, facilities, and the locations of streets, buildings, and points of interest.
  • Report parking violations to the appropriate authorities and assist in investigating abandoned vehicles and recovering stolen vehicles.
  • Respond to legal subpoenas and provide testimony in court concerning contested traffic citations.
  • Monitor special event parking and assist with occupancy studies, meter hooding, and signage placement; report any meter malfunctions.
  • Provide traffic control at accident scenes and prepare written incident reports.
  • Identify and report hazardous conditions, such as damaged traffic signals or signs and street markings that require repainting.

Employment Conditions

The Parking Compliance Specialist must be prepared to:
  • Work various shifts, including weekends and holidays, and/or rotating shifts as necessary.
  • Perform outdoor duties from an assigned vehicle or on foot in diverse weather conditions.
  • Occasionally lift and move objects weighing 50 pounds or more, frequently lift up to 20 pounds, and consistently lift up to 10 pounds.
Pre-employment assessments include:
  • Physical examination with lifting assessment
  • Vision examination
  • Hearing assessment
Minimum Qualifications

  1. One year of full-time experience in frontline customer service or in a safety or security capacity.
  2. Possession of a valid driver's license at the time of application and throughout employment.
  3. Maintaining a good driving record during the application process and throughout employment.
Equivalent combinations of education and experience may be considered.

Desirable Qualifications
  • Associate degree in criminal justice or a related field from an accredited institution.
  • Previous experience with data entry.

Compensation

The starting salary is $49,184 annually ($23.64 hourly), with a resident incentive starting salary of $50,659 annually ($24.36 hourly). Appointment will adhere to the City of Milwaukee Salary Ordinance.
