Position Overview

The Commonwealth of Virginia is on the lookout for a dedicated Recruitment Strategy Leader to spearhead the Talent Acquisition team. This role is pivotal in enhancing our recruitment and selection processes by applying industry best practices, conducting thorough data analysis, and driving process improvements. The ideal candidate will provide expert guidance to both the Talent Acquisition team and departmental managers, ensuring adherence to relevant state and federal recruitment policies.

Key Responsibilities:

  • Offer strategic advice on interview panel requirements, develop screening criteria, formulate legal interview questions, and ensure proper selection methodologies and documentation.
  • Coordinate recruiter participation in job fairs aimed at increasing diversity within candidate pools, including outreach to veterans.
  • Oversee a select number of recruitment initiatives during peak workload periods.
  • Create practical tools and quick reference guides for hiring managers in collaboration with the Workforce Development Department.
  • Engage in team initiatives to enhance HR operations and other related programs.

Minimum Qualifications:

  • Extensive knowledge of human resource management principles and the recruitment and selection landscape, including compliance with federal and state regulations.
  • Significant experience in a talent acquisition capacity, implementing recruitment principles and procedures, and managing personnel transactions.
  • Proven track record in team management, providing mentorship, development opportunities, and fostering a supportive work environment.
  • Experience in data analysis, report generation, and utilizing automation tools for enhanced workflow efficiency.
  • Familiarity with strategic planning, resource allocation, and effective leadership techniques.
  • Proficient in networking, candidate sourcing, and organizing job fairs.

Additional Considerations:

  • Relevant Human Resources certifications such as PHR/SPHR or SHRM-CP/SHRM-SCP.
  • Knowledge of the Commonwealth of Virginia's recruitment policies and procedures.
