APL is in search of a legal expert to support the EEO Office within the Office of the General Counsel (OGC).

Key Responsibilities:
  • Assist the Principal EEO Officer/Accommodations Officer in the execution and management of the Laboratory's EEO and Accommodations policies, which includes reviewing reports, requests, and submissions, as well as investigating alleged policy breaches. APL's EEO Policy strictly prohibits discrimination, harassment, and retaliation based on protected EEO characteristics.
  • Evaluate and adjudicate workplace accommodation requests from employees with physical or mental disabilities or those who are pregnant. Additionally, adjudicate religious accommodation requests from staff seeking flexibility for religious observance.
  • Conduct thorough analyses of complaints, determine appropriate jurisdiction, develop investigative strategies, perform fact-finding and necessary legal research, interview relevant personnel, and prepare confidential reports of investigation (ROI) along with accompanying correspondence. You may also assist in maintaining EEO and Accommodation databases.
  • Support the EEO Office in responding to government inquiries and investigations as necessary.
  • Assist in the administration of APL's EEO program within a matrixed environment.
  • Contribute to the development and presentation of EEO and Accommodations policies and procedures to various levels across the Laboratory.
  • Research legal developments related to EEO and accommodations, keeping the Principal EEO Officer/Accommodations Officer informed of changes in federal laws and policies to ensure compliance, and provide recommendations for policy improvements.
  • Work on-site for an average of at least three days per week.
  • Perform additional duties as assigned.
Qualifications:

Minimum Requirements:
  • Juris Doctor Degree from an American Bar Association-accredited law school or equivalent, with admission to practice law in one or more U.S. jurisdictions in good standing.
  • A minimum of three (3) years of relevant experience, including at least one (1) year of conducting investigations and drafting case reports related to compliance with federal, state, or local anti-discrimination laws and regulations.
  • Strong interpersonal skills, including excellent verbal and written communication abilities, mediation skills, and empathy when working with employees from diverse backgrounds.
  • Solid legal and practical research capabilities.
  • Critical thinking skills with the ability to make clear and well-reasoned decisions in complex situations.
  • Demonstrated organizational skills, flexibility in work style and schedule, and the ability to manage multiple challenging projects simultaneously.
  • Unquestionable integrity, excellent judgment, discretion, and the ability to establish rapport with individuals facing various challenges.
  • Ability to obtain an Interim Secret level security clearance by your start date and ultimately achieve a Secret level clearance. U.S. citizenship is required for eligibility.
Preferred Qualifications:
  • Possession of an EEO Professional Certificate, Diversity and Inclusion Professional Certificate, or similar accreditation.
  • Experience in evaluating medical documentation.
  • Knowledge of research and development activities in a government contracting context.
  • Experience in project management or equivalent responsibilities.
