Job Summary

We are seeking a highly skilled Procurement Manager to join our team at the State of New Mexico. As a key member of our procurement team, you will be responsible for managing the Department's formal procurements and binding agreements, including Professional Services Contracts, General Serviced Contracts, Amendments, Memorandum of Agreements, and Small Purchase Contracts.

Key Responsibilities
  • Serve as the point of contact for formal procurement items and contract requests, addressing questions or issues from program staff and processing documents to full execution.
  • Develop, issue, and monitor RFPs, and serve as the procurement manager, acting as the Department's liaison to the State Purchasing Division.
  • Develop, interpret, revise, assemble, review, route, track, distribute, and maintain all required documentation in hard and electronic copy, associated with the Department's contracts and agreements, and in accordance with all applicable Department, State, and Federal Laws, Rules, and Regulations.
  • Track and analyze the Department's spend for contracts awarded from Statewide Price Agreements for reporting to the State Purchasing Division quarterly.
  • Ensure compliance with GSDs In/Out of State Contract Reporting and New Mexico Sunshine Portal Reporting requirements.
Requirements
  • Bachelor's Degree and three (3) years of program administration or project management experience in areas related to the purpose of the position.
  • Experience with preparing and processing contracts and request for proposals, procedures to complete RFPs, ITBs, Sole Source, GSAs, and NASPO or other jointly procured contracts.
  • Ability to work independently and with others, and proficiency in SHARE Financials, Outlook, Word, Excel, PowerPoint, Phone Usage, SPD's Procurement Tracker, and eProNM.
Working Conditions

Work is usually performed in an office setting, with extensive exposure to Visual/Video Display Terminal (VDT), personal computer, tablet, printer, calculator, cellphone, copy machine, scanner, keyboard, and telephone usage. Occasional travel, working extra hours, working on weekends, and holidays may be required.
