Construction Project Oversight Manager

POSITION SUMMARY
The PWO Operations Supervisor is responsible for facilitating the organization and oversight of design, bidding, scheduling, and construction processes for various renovation and construction initiatives. This role ensures effective management of the bidding and construction phases as directed by the Director of Contracting.
KEY RESPONSIBILITIES
The following duties are essential to the role. Additional responsibilities may be assigned:
- Assist in managing multiple projects from initial proposal through to final completion.
- Supervise Engineering Technicians and administrative staff within the office.
- Collaborate closely with the Director of Public Works to ensure timely submission of Delivery Orders.
- Delegate Requests for Proposal (RFP) projects to Project Coordinators.
- Select the most advantageous bidder to benefit both the organization and the client.
- Lead pre-construction meetings following project funding approvals.
- Oversee private project bid openings.
- Address topics such as safety protocols, project timelines, and necessary permits.
- Act as a liaison for negotiations with clients, addressing financial, timeline, and contractual modifications.
- Ensure invitations are extended to qualified contractors for project walkthroughs.
- Manage project transitions effectively.
- Guarantee timely and accurate billing, receipt, and distribution of funds.
- Oversee any necessary modifications arising from unforeseen circumstances.
- Establish methodologies in collaboration with contractors for project execution.
- Ensure compliance with all contractual and regulatory obligations.
- Support the Project Manager as needed.
EDUCATION AND EXPERIENCE
A bachelor’s degree in construction management, engineering management, or a related discipline is preferred. A minimum of five years of experience in project management or supervision within a multi-trade environment is required. Project Management Professional (PMP) certification from the Project Management Institute is preferred. Proficiency in Microsoft Office is essential, along with strong communication, analytical, collaboration, and problem-solving skills.
COMMUNICATION SKILLS
The candidate must possess the ability to address common inquiries or concerns from clients, management, and team members. They should be capable of initiating corrective actions or revisions to internal processes in accordance with regulations and directives to resolve issues effectively.
