Job Description

We are seeking a highly skilled Housing Choice Voucher Specialist to join our team at Sanford Housing Authority. The ideal candidate will have a strong background in public housing administration and be able to effectively manage the Housing Choice Voucher program.

Key Responsibilities:

  1. Respond to participant inquiries, provide information and assistance regarding the HCV program, and coordinate background information checks of tenants.
  2. Interview clients, verify eligibility, and access the HUD Enterprise Income Verification (EIV) System for reported/unreported income.
  3. Counsel participants and landlords on voucher program policies, rights, and responsibilities.
  4. Process rent adjustments, transfers, move-ins, and move-outs, and maintain accurate records in the Agency's computer system.
  5. Work with outside agencies to implement the transition of residents under the Portability Housing Choice Voucher program.
  6. Ensure compliance with HUD regulations, SHA's HCV Admin. Plan, and Agency policies.
  7. Prepare HAP Contracts and Leases, and process rent reasonableness, rent increases, and Request for Tenancy Approval (RFTA) inspections.
  8. Provide technical assistance to landlords and program participants on Fair Housing requirements.
  9. Ensure the privacy and security of confidential materials.

Requirements:

  • Associate degree in Business, Public Administration, or a closely related field from an accredited college or university.
  • Four (4) years of experience in public housing administration or a related field.
  • Certifications in Occupancy Specialist, Rent Calculation, Fair Housing, and Enterprise Income Verification System (EIV) within one (1) year of employment.

Knowledge and Skills:

  • Ability to learn federal, state, and local laws, rules, and regulations.
  • Thorough knowledge of HUD regulations and Agency policies.
  • Working knowledge of interviewing techniques and record maintenance.
  • Ability to communicate effectively with diverse backgrounds and abilities.
  • Ability to make routine decisions in accordance with established administrative rules, regulations, and policies.
