Overview

This role is pivotal in spearheading the establishment and execution of the electrical safety initiative, aligned with the Laboratory Environment, Safety, and Health (ES&H) protocols and the requirements set forth by the U.S. Department of Energy. The primary aim of this initiative is to mitigate risks to personnel, the public, the environment, and equipment through the identification, assessment, and management of electrical hazards, alongside the training of staff.

Responsibilities

Core Duties

  • Evaluate and authorize comprehensive electrical design, construction, operational, and decommissioning protocols to ensure compliance with relevant regulatory and code standards, particularly for medium and high voltage systems (600 volts and above). Engage in design evaluations for these activities.
  • Conduct inspections of medium and high voltage electrical installations and construction sites to ensure adherence to safety protocols.
  • Develop, sustain, and deliver training on Electrical Safety topics, including but not limited to Basic Electrical Safety, Lockout/Tagout, Capacitor Banks, Battery Banks, and Electric Utilization.
  • Stay informed on applicable federal, state, and local safety regulations and codes, and adjust PPPL policies and practices to ensure compliance with these requirements.
  • Provide expert electrical safety engineering support, including the development, revision, and interpretation of PPPL policies and practices, codes, and industry standards to enhance the electrical safety initiative.
  • Disseminate electrical safety information and guidance to promote the objectives of the electrical safety initiative through effective oral and written communication, including newsletters, small group discussions, and formal training sessions.
  • Conduct evaluations of Electrical Safety Programs, including field inspections and reviews of procedures and policies to identify deficiencies and recommend corrective actions.
  • Offer support across all facets of industrial safety, including OSHA compliance assessments, accident and incident investigations, program development, and training.
  • Collaborate, advise, and provide expertise as a Subject Matter Expert to laboratory leadership and project stakeholders in pursuit of the laboratory's mission objectives.
  • Perform additional duties as assigned.
Qualifications

Education and Experience

  • Bachelor's Degree in Electrical Engineering is preferred. Candidates actively pursuing a degree in an accredited Electrical Engineering program may also be considered.
  • An advanced degree in Electrical Engineering is preferred.
  • A minimum of 10 years of relevant experience in the electrical generation, transmission, and distribution sector.
  • At least 5 to 7 years of experience in the design, fabrication, testing, and/or operation of medium and high voltage electrical systems and components; implementing electrical safety practices in laboratory or industrial environments; and/or performing electrical safety interpretations and implementations.
  • Experience in developing and conducting training on electrical safety topics is essential.
  • Expert knowledge of NFPA 70, NFPA 70E, NESC, Arc Flash Hazards, Arc Flash Analysis, Personal Protective Equipment, and OSHA regulations is required.
  • Experience in a research and development environment is highly desirable.

Knowledge, Skills, and Abilities

  • This position necessitates expert-level knowledge of electrical standards, codes, and regulatory requirements applicable to industrial, commercial, laboratory, and/or manufacturing environments.
  • The individual should be well-versed in the equipment, tools, and work practices of industrial trades, as well as research and development practices for high, medium, and low voltage, AC and DC electrical systems.
  • A general understanding of disciplines beyond electrical engineering criteria and contract documents, with the ability to apply electrical safety knowledge through program development and assessments, and to conduct incident investigations, is essential.
  • The role requires effective and professional communication skills. The individual must possess excellent verbal and written communication abilities to convey safety criteria, concerns, and recommendations to personnel at all levels while collaborating effectively as a team member.
  • Proficiency in utilizing computer-based tools for report development, assessment tracking, and documentation is required.
  • Competence in using computer applications, including Google Office Suite and Microsoft Office Suite products, is necessary.

Certificates and Licenses

  • Current NFPA 70E CESCP certification or the ability to obtain it within one year of employment.

Physical Requirements

  • Must be capable of accessing all work areas to physically observe work practices and conduct inspections.
  • This position may involve bending, climbing, and kneeling.
  • Must be able to periodically lift up to 45 lbs.

Working Conditions

  • Most responsibilities will be conducted in an industrial/research laboratory setting.
  • Occasional outdoor work in varying weather conditions, including heat and cold, may be required.
  • There may be instances where off-hours and/or weekend work is necessary to support emergency or mission-critical events.
