SUMMARY :

The Lead Talent Assessment Strategist plays a pivotal role within the People Team, overseeing a comprehensive Testing agenda that facilitates the selection and advancement of personnel.

This position involves managing a dedicated team responsible for the development, validation, administration, and evaluation of diverse pre-employment assessment programs tailored to meet the organization's needs.

Collaboration with various stakeholders across the organization, including management, legal, diversity, and the broader People team, is essential to ensure alignment with the organization's strategic objectives.

Furthermore, this role focuses on identifying best practices and implementing standardized procedures across all departments.


KEY RESPONSIBILITIES :

Assessment Development and Standardization:

Leads a team of assessment specialists in crafting selection and promotion evaluations, encompassing written tests, practical skills assessments, physical ability tests, managerial pre-screening, and structured interviews to gauge knowledge, skills, and abilities.

Establishes procedures and standardizes criteria for these activities.


Leadership in Assessment Development:

Directs assessment initiatives across various departments, ensuring the development of evaluations that align with departmental needs and operational requirements.

Implements selection and promotion assessments to evaluate competencies and administers surveys to analyze resulting data.


Strategic Planning and Project Management:

Partners with agency stakeholders and business units to devise and execute testing strategies aimed at enhancing existing processes.

Analyzes trends in assessments, offering innovative solutions to improve methodologies and applying industry best practices to optimize procedures.


Electronic Assessment Oversight:

Manages the transition of assessment administration from traditional methods to electronic platforms, overseeing the implementation and management of digital evaluations.

Leads initiatives to automate various assessment formats and structured interviews.


Vendor Management:

Develops comprehensive vendor management strategies, acquiring advanced electronic assessment solutions while ensuring confidentiality.

Establishes centralized databases for efficient data management and retrieval, optimizing scheduling processes to enhance overall efficiency.


Technical Expertise and Training:

Provides psychometric and assessment development expertise to organizational teams.

Conducts training sessions for staff on job analyses, surveys, and assessment administration, including specialized training on electronic assessment methodologies.


Assessment Administration Management:

Oversees the administration of both small- and large-scale assessments, including applicant qualification and application review.

Ensures compliance with assessment protocols and standards.


Legal Compliance and Review:

Collaborates with legal teams to develop operational procedures, ensuring adherence to legal standards and contributing to continuous improvement through thorough reviews.


Post-Assessment Processes:

Manages post-assessment activities, including analysis of test statistics, validation, notifications, and record maintenance.

Evaluates appeals and implements necessary changes based on performance analysis.


Operational Management:

Oversees the operations, budget, and personnel of the assessment department, upholding organizational principles and policies.


Training and Development Responsibilities:

Facilitates comprehensive training sessions for staff to impart essential skills in conducting job analyses, surveys, and proficient assessment administration.

Additionally, provides specialized training to the Employment Testing Unit, equipping them with best practices for effective electronic assessment implementation.


Performance Management and Development:

Engages in the development and motivation of team members, fostering career growth opportunities and providing timely coaching and counseling as needed.

Conducts regular performance evaluations to assess staff progress and ensure alignment with organizational goals.


Employee Relations:

Creates and maintains a professional working environment that respects individual differences, enabling all employees to develop and contribute to their full potential.

Fosters a positive employee relations climate that ensures adherence to organizational principles and policies.


KNOWLEDGE, SKILLS, AND ABILITIES:

Ensures that assessments and job analyses accurately reflect the relevant knowledge, skills, and abilities necessary for maintaining an effective workforce.

Demonstrates strong analytical skills for conducting detailed job analyses and creating assessment questions.

Exhibits excellent communication and interpersonal skills, along with strong organizational capabilities.

Proven ability to collaborate effectively with all internal levels and communicate with external agencies.

Possesses strong managerial skills to effectively lead a team of professionals in achieving departmental goals.


EDUCATION AND EXPERIENCE :
REQUIRED:

Bachelor's degree in industrial & organizational psychology, Human Resources Psychometrics, or a related field, or an equivalent combination of education and experience.

Minimum of 8 years of relevant experience, including at least 4 years in a managerial or leadership role within a large, complex organization.


PREFERRED:

Master's degree in a related field.

Prior experience in a large, multifaceted organization or governmental body.

Familiarity with organizational policies and procedures.
