About This Opportunity

We are seeking a highly skilled and experienced Administrative Services Assistant to join our team at the Hawaii State Department of Education. As an Administrative Services Assistant, you will play a critical role in supporting the department's operational functions, including budget management, financial planning, and personnel administration.

The ideal candidate will have a strong background in administrative services, with experience in budget formulation and justification, fiscal operations, and personnel administration. You will also have excellent analytical and problem-solving skills, with the ability to identify information needs, collect and analyze data, identify alternatives, and develop logical recommendations for action.

The salary for this position is estimated at $4,858 - $6,399 per month, based on full-time employment and includes shortage and school year differentials. Benefits include 13 paid holidays, vacation time, sick leave, health insurance, group life insurance, premium conversion plan, flexible spending accounts, retirement plan, tax shelter annuity, deferred compensation, temporary disability insurance, social security, and workers' compensation.

Key Responsibilities
  • Coordinate budget and program planning, including preparing justifications and supporting documentation;
  • Maintain accurate and up-to-date financial records, including budgets, expenditures, and income;
  • Develop and implement internal fiscal policies and procedures to ensure effective use of resources;
  • Oversee the preparation and submission of billing and payment schedules;
  • Provide administrative support to personnel services, including recruitment, hiring, and training;
  • Act as EEO officer, ensuring compliance with equal employment opportunities laws and regulations;
  • Conduct special studies to identify areas for improvement and develop recommendations for change;
  • Coordinate the completion of reports and grant applications, ensuring timely submission and accuracy of information;
  • Analyze costs and allocate resources effectively to meet organizational objectives;
  • Develop and draft proposed legislation, policies, procedures, rules, and regulations;
  • Serve as liaison between administrators and staff, facilitating communication and resolving issues;
  • Represent the department at meetings, conferences, and negotiations, ensuring effective representation of the organization's interests;
  • Provide staff services to advisory or policy-making boards, as required;
  • Supervise clerical staff, providing guidance and support to ensure effective performance.
