GENERAL POSITION SUMMARY:

This role supports the Building Department, Planning Department, Engineering Department, and Code Enforcement as applicable. Responsibilities include managing the processing of various permits and applications across these departments. The position also entails verifying that contractors and consultants possess the necessary licenses to operate within the city.

ESSENTIAL JOB FUNCTIONS:
  • Oversee and manage the approval process for building permits and zoning applications, including the issuance of permits, plan submissions, plan processing, and fee assessment.
  • Address inquiries regarding Building Code regulations from the public; handle phone calls; welcome and assist visitors; distribute information to relevant parties.
  • Understand the requirements of the National Flood Insurance Program for floodplain development, process related permits, and assist the Floodplain Manager in enforcing floodplain regulations.
  • Manage utility excavation permits, provide preliminary feedback on utility excavation plans, and collaborate with Utility Franchisees and City staff to ensure timely processing and approval of permits.
  • Deliver efficient and effective service to customers; navigate complex customer service scenarios; identify and suggest improvements to service delivery methods; educate customers on necessary permits and general code compliance for proposed projects.
  • Schedule meetings and appointments; maintain an events calendar. Ensure timely processing of plans, permits, and applications; manage the routing and tracking of plans to various city departments and external agencies for required reviews and approvals; conduct follow-up calls to ensure timely responses.
  • Confirm that projects have received all necessary approvals; verify professional and contractor licensing.
  • Perform data entry; utilize a computer for record keeping and documentation to input and retrieve data in support of division operations; maintain records, files, and generate reports related to permitting and inspections.
  • Communicate effectively with the general public, property owners, contractors, engineering consultants, architectural consultants, city staff from various departments, and public officials while executing essential functions.
  • Follow up on permit applications for status updates and customer service.
  • Perform additional duties as assigned or directed.
KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:
  • Relevant Federal, State, and local laws, rules, codes, and regulations pertaining to building codes.
  • Terminology related to building construction and basic cost accounting principles.
  • Modern office practices, methods, computer systems, and associated software applications.
Skills and Ability to:
  • Quickly and efficiently learn new technology systems such as Microsoft Word and Excel.
  • Manage multiple tasks simultaneously with frequent interruptions.
  • Communicate clearly and concisely, both orally and in writing.
  • Exercise tact, initiative, prudence, and independent judgment within established policies and legal guidelines.
  • Understand the organization and operations of the City and relevant external agencies to effectively assume assigned responsibilities.
  • Build and maintain positive and effective working relationships with individuals encountered during work.
  • Adhere to Department and City policies and procedures while operating with minimal supervision.
WORKING ENVIRONMENT AND PHYSICAL DEMANDS:

The work is primarily conducted in an office setting. Requires the ability to sit, stand, walk, see, and communicate effectively with others for extended periods. Must manage multiple tasks or projects simultaneously, cope with numerous interruptions, and adapt to changing priorities. Good judgment and the ability to handle confidential matters are essential. Strong interpersonal skills are required.

Requirements

EDUCATION AND/OR EXPERIENCE REQUIRED:
  • An Associate's degree or a minimum of two years of college training in Construction Management, Engineering, or a related field. A combination of equivalent education and experience may be considered.
PREFERRED QUALIFICATIONS AND EXPERIENCE:
  • Knowledge of building-related codes and ordinances enforced by the City, including the International Code Council (ICC) building, electrical, plumbing, and mechanical codes.
  • Certification as a Floodplain Manager is preferred.
LICENSES, CERTIFICATIONS & OTHER REQUIREMENTS:
  • A valid Driver's License and acceptable driving record are required.
  • Willingness to obtain ICC Permit Technician Certification is necessary.
