Position Overview

The Commonwealth of Virginia is looking for a Signals Engineer Supervisor to oversee the management of lane closure operations. This role involves responding to lane closure requests outside of standard working hours, evaluating major construction project Traffic Management Plans (TMP), updating district lane closure protocols, and coordinating project reviews to address work zone conflicts.

Key Responsibilities

  • Analysis and Reporting: Interpret and analyze technical engineering data, producing comprehensive reports and recommendations.
  • Traffic Signal Systems Management: Maintain and support traffic signal systems, software applications, and IT networks. Ensure the reliability of the central operating system (KITS) for signal timing optimization and coordinate with support contractors.
  • Project Coordination: Plan and schedule engineering activities to ensure deliverables are met within the established timeline.
  • Operations Engineering: Develop policies for proactive management of the arterial transportation network and assist in traffic signal operations assessments.
  • Lane Closure Oversight: Analyze traffic data to establish lane closure hour recommendations and coordinate with stakeholders to manage work zone conflicts effectively.
  • Communication: Engage with internal and external stakeholders, preparing technical documents, reports, and presentations.
  • Team Leadership: Supervise engineers and technicians, providing guidance and promoting professional development.
  • Compliance Assurance: Ensure all engineering projects adhere to VDOT, state, and federal regulations.
  • Representation: Act as a representative of the agency in discussions with citizens, local governments, and the business community.
  • Special Projects: Undertake special assignments related to engineering programs as needed.
  • Project Management: Participate in project meetings, providing insights on lane closure hours and TMP requirements.

Minimum Qualifications

  • Proficient in federal and state traffic control device regulations, including the Manual on Uniform Traffic Control Devices (MUTCD).
  • Ability to manage multiple projects with competing deadlines.
  • Strong communication skills for conveying technical information effectively.
  • Experience in developing construction maintenance of traffic (MOT) and transportation management plans (TMP).
  • Knowledge of project management principles.
  • Supervisory experience with the ability to prioritize tasks effectively.

Additional Considerations

  • Experience in a transportation planning environment.
  • Possession of an Engineer-in-Training (EIT) or Professional Engineer's (PE) license is preferred.
  • Background in Civil Engineering, Transportation Engineering, Systems Engineering, or a related field is desirable.
